History of this Disaster Relief Emergency Fund (DREF)-funded operation:

CHF 35,000 was allocated from the Federations DREF on 24 April 2006 to respond to the needs of this operation - http://www.ifrc.org/docs/appeals/06/MDRCM001.pdf.

DREF Update - http://www.ifrc.org/docs/appeals/06/MDRCM00101.pdf - extended the operation's time frame for one month until 26 July 2006.

This operation was aligned with the International Federation's Global Agenda, which sets out four broad goals to meet the Federation's mission to "improve the lives of vulnerable people by mobilizing the power of humanity".

Global Agenda Goals:

- Reduce the numbers of deaths, injuries and impact from disasters.

- Reduce the number of deaths, illnesses and impact from diseases and public health emergencies.

- Increase local community, civil society and Red Cross Red Crescent capacity to address the most urgent situations of vulnerability.

- Reduce intolerance, discrimination and social exclusion and promote respect for diversity and human dignity.

Background and summary

Since 2005, the political situation and security issues have been of great concern in Chad and Central African Republic (CAR). The dissolution of the presidential guard in Chad caused unrest and rebellion in the country. There was fear that the socio-political situation was going to deteriorate, leading to armed conflicts and consequently, massive population displacements. Mindful of this possibility, the Cameroon Red Cross Society (CRCS) embarked on an exercise aimed at preparing divisional committees from the far North and East provinces on management of population movements. To ensure that the national society attains this, the Federation allocated CHF 35,000 from its Disaster Relief Emergency Funds (DREF) to support the training.

The presidential elections in Chad went on in a rather calm atmosphere and some Chadians who had run into Cameroon have now returned home. Unfortunately, the situation in CAR is deteriorating. A significant number of people, especially the Fulani who live in the North and North West of CAR, are constantly running into Cameroon. Evaluations conducted in the field have revealed that about 10,000 people (women, children, single persons and families) have found refuge in localities along the border of Cameroon and CAR.

Coordination

With funding from DREF, the Federation supported training while the International Committee of the Red Cross (ICRC) provided basic equipment for the trained brigades. The Kousseri focal point of the United Nations High Commission for Refugees (UNHCR) facilitated the training. The Federation's Central Africa sub-regional office (CASRO) took measures to get the CRCS volunteers and first aid workers ready to manage population movements. In collaboration with the ICRC delegation for Central Africa, CASRO supported the national society in implementing other routine activities.
