In 2025, armed conflict, violence, climate shocks, and disease outbreaks continue to drive humanitarian needs in Cameroon, with 3.3 million people in urgent need of assistance and protection services. The Humanitarian Response Plan (HRP) aims to assist 2.1 million of the most vulnerable people and requires US$ 359.3 million in funding.
The situation in the Far North, North-West and South-West regions, along with the effects of the Central African Republic (CAR) refugee crisis in the eastern regions, continues to affect the lives of women, girls, men, and boys, including people with disabilities. New, multiple or prolonged displacements, combined with limited access to basic goods and essential services and insufficient resources, have worsened the well-being and living conditions of internally displaced persons (IDPs), returnees, refugees, and local communities in crisis-affected areas.
In the Far North region, 1.5 million people need humanitarian assistance in 2025, with 961,000 targeted by the 2025 HRP. The region hosts nearly 510,855 internally displaced people, 296,395 returnees (source IOM, Displacement Tracking Matrix – DTM July 2025) and 125,279 refugees (source UNHCR August 2025).
In the North-West and South-West (NWSW) regions, an estimated 1.1 million people require humanitarian assistance, with 867,500 targeted in the 2025 Humanitarian Response Plan. Nearly 335,000 people are internally displaced in the North-West and South-West regions.
Since the beginning of the year, humanitarian assistance has reached approximately 1 million people in crisis-affected areas of Far North, North-West, South-West, and eastern regions.
While the number of people reached decreased by 41 per cent compared to 2024, the achievement rate against targets also dropped significantly, from 76 per cent in 2024 to 48 per cent in 2025. This is largely explained by the drop in funding. This financial gap, combined with insecurity and access constraints, has directly limited partners’ ability to deliver assistance.
