Background

In over 23 years of mine action work, serving the nation and people, CMAC has succeeded in achieving great progress in demining operations. By October, 2015, CMAC had cleared more than 70,000 hectares of minefields, finding and destroying more than 2.5 millions mines and UXOs. Thus, reducing casualty rates drops from 1,153 persons in 1999 to 68 persons in 2015. The cleared lands were handed over to the beneficiaries to produce crop yield, build houses and infrastructures for socio-economic development.

However, many deminers are now facing economic difficulties. They rely on the basic salary they receive from their demining job and they have no land or house because the demining job is a mobile one and they need to move very often to different locations. They have spent over 23 years in their demining job, and during this period, the country has progressed and there have been many socio-economic improvements. In spite of that, the deminers have not been able to improve the socio-economic conditions for their own families in line with current standards. The CMAC deminers work very hard to clear landmines, and to release cleared land for the people, but they themselves are still poor and have no land to build a house, and will have no income or home when their job ends and they leave CMAC.

In response to the genuine need, CMAC management has encouraged a comprehensive study and evaluation of deminers, in particular an evaluation of the socio- economic status and livelihood of deminers, to develop the appropriate vision and strategies. Seeing this consequence and based on the study and evaluation reports, CMAC management have set up clear goals to find solutions for the enhancement of the socioeconomic conditions of the deminers, and set a clear vision:

To enhance the livelihood of CMAC Staff by establishing the CMAC Community Development Centre (CMAC-CDC) to promote resettlement, agricultural production, agritourism, cultural and eco-tourism, in a sustainable manner by 2020.

The goals of CMAC-CDC establishement are:

a. To develop physical infrastructures for CMAC CDC to support the new settlement and socioeconomic development.

b. To increase income of community members through agricultural production by 2015 and tourism by 2017.

c. To develop the CMAC-CDC to become a Centre for Eco-Tourism, Cultural Tourism and Agro-tourism & Agricultural Production in a sustainable manner by 2020.
