The Humanitarian Response Forum (HRF) was established in 2011 in response to the demand for increased coordination between development partners to address the demands of humanitarian disasters, primarily floods and droughts. The objective of the HRF is to ensure sound coordination and communication on emergency preparedness and humanitarian response in Cambodia between the United Nations (UN), international non-governmental organizations (INGOs), and international organizations (IOs). The HRF works in close collaboration with the Government, most notably the National Committee for Disaster Management (NCDM)1, and the Cambodian Red Cross, to facilitate a coordinated and effective approach in support of people affected by humanitarian crises.
The HRF contingency plan aims to strengthen the collective preparedness of HRF member organizations and complement the National Contingency Plan (NCP) to ensure a better coordinated and effective response in support of people affected by disasters and humanitarian crises. The HRF contingency plan structure is aligned with the National Contingency Plan (NCP) and national sectoral emergency preparedness and response plans (EPRPs). The HRF contingency plan focuses on climate hazards, while other types of shocks, such as conflict or political unrest, are addressed by organizations with a specific, relevant mandate organization. It can be used as a resource by individual HRF member organizations for the development of their own emergency preparedness and response plans.
The ‘light-touch’ review of the HRF contingency plan was conducted in July-November 2022, including the following key steps: review of the latest HRF contingency plan, review of relevant publications and policies, consultations with sector co-leads and members at the HRF intersectoral and all-member meetings, consultations with NCDM, and inputs from sector co-leads. A more comprehensive update of the HRF contingency plan is planned in 2023.
