1. EXECUTIVE SUMMARY
In December 2006, United Nations agencies, International Organisations and Non-Governmental Organisations (NGOs) launched the Consolidated Appeal for the Great Lakes Region (GLR) with the aim of providing essential humanitarian support services and multi-country assistance to affected populations in Burundi, Democratic Republic of Congo (DRC), Rwanda, Tanzania and Uganda.
The 2007 CHAP emphasised that despite the emerging transition in the region, high levels of humanitarian need and vulnerability persist for millions of people as a result of conflict and insecurity, disease and climatic hazards. In Burundi, growing stability continues to provide great hope for recovery and development although the impact of the decade-long conflict and a lack of access to basic services continue to generate humanitarian needs. In DRC, the emerging transition continues to be threatened by sporadic outbreaks of violence and factional fighting. In Uganda, a restoration in the peace talks between the Government of Uganda and the Lord's Resistance Army (LRA) has given rise to a renewed optimism for those chronically affected by 21 years of conflict, displacement and suffering.
Estimates in January 2007 indicated that between 3.5 and 4 million people remain displaced in the region, either as refugees or as internally displaced persons (IDPs), and that in excess of 5 million people continue to require food aid assistance alone. In addition, transition in itself poses new humanitarian challenges in relation to population return, the restoration of land and property, the rehabilitation of infrastructure, the resumption of basic services, and the protection of human rights. Not only are humanitarian needs implicit in these contexts but a failure to meet these needs could undermine the regions significant gains in peace and stability.
Regional actors identified key roles in delivering and supporting humanitarian action in 2007 in conjunction with the respective country teams in the region. The projects outlined in the 2007 CAP reflect the specific contribution of humanitarian partners at the regional level and are complementary to those presented in country specific appeals and strategies. In early May stakeholders met to collectively reflect on developments in the region, to consider the outlook for the remaining months of the year and to evaluate progress against the stated objectives of the CHAP.
As of 21 June, reported contributions to the CAP stood at 39% (US$ 36 million) of total requirements ($91.8 million). Funds have been received for the delivery of food aid; multi-sector support to refugees in Tanzania; activities in the agriculture sector; coordination and support services; Human Immuno-Deficiency Virus/Acquired Immuno-Deficiency Syndrome (HIV/AIDS) and Gender Based Violence (GBV) related actions. To date, no funds have been received for programmes in the health and education sectors. A lack of funding in several areas inhibits progress towards many of the objectives outlined in the CHAP. However, a number of concrete achievements were reported in relation to direct assistance programmes as well as support functions of the Inter-Agency groups and regional offices. The Inter-Agency Working Group (IAWG) on Disaster Preparedness and the Inter-Agency groups on Food Security and Nutrition, Health, HIV/AIDS, GBV and Early Recovery continued to lead the monitoring and review of strategic response plans under the Great Lakes regional CHAP.
In the second half of 2007, stakeholders in the GLR CAP will continue to support those most in need in the region by contributing to country-level response, providing cross-border and multi-country assistance and responding to gaps at country level. Working groups and agencies will continue to monitor the humanitarian context in the region and identify priority activities for humanitarian response.
Project revisions and additions are detailed in the funding section of the document. The total amount requested by the GLR CAP has increased slightly from $84,150,645 to $91,811,388. The additional amount mostly reflects the inclusion of a project to prevent and address cross border trafficking of women and children, alongside the revision of two food projects preceding the Mid-Year Review (MYR) process.
