Highlights

  • 28,027 children under the age of 5 received community-level healthcare services against the three main diseases: malaria, diarrhea, and pneumonia from community health workers through the Integrated Community Case Management (iCCM) approach in the 6 most-crisis affected regions

  • 11,106 children (5,775 girls and 5,331 boys) suffering from severe acute malnutrition (SAM) have received screening and curative services. 54 per cent of these admissions originated from the six emergency regions. In addition, 5 per cent of the cases were treated through adapted approaches using community health workers in the regions of Sahel, Est, Centre-Nord, and Nord where health facilities are closed or operated at minimum.

  • 11,099 people including 10378 children (5746 girls and 4631 boys) and 721 caregivers (459 women) have received community-based psychosocial support services. 17,167 people, including 9,743 children, gained access to safe water through the rehabilitation of 10 water points and water trucking operations.

  • This month alone, UNICEF supplied 2,750 cubic meters of safe water to around 12,167 people, including 6,905 children in IDP sites, host communities, and healthcare facilities, particularly in Pissila (Centre-Nord) and Djibo (Sahel).

  • 2,000 students received school materials via humanitarian aircraft (UNHAS) transport in hard-to-reach areas for the new school year 2024-2025.

SITUATION OVERVIEW AND HUMANITARIAN NEEDS

The security situation has worsened considerably during this reporting period with a noticeable increase in the frequency of threat events including armed incursions, armed attacks, improvised explosive devices (IED) explosions, and kidnapping leading to a resurgence of violence with a severe impact on civilian casualties, displacement and material damage. The tactic of incursions targeting rural villages remains the main modus operandi in attacks. Several incidents were reported in Boucle Du Mouhoun, Centre Nord, Est, and Nord regions. One large-scale attack targeted the town of Manni in the Region de l'Est resulting in allegedly the death of 13 persons, mostly civilians, and 39 injured, and several shops, lorries and buses set on fire.

Multiple movements have been reported in the Est, Sahel, North and Boucle du Mouhoun regions, which could be explained by a probable strategic repositioning following the ending of the rainy season, which was a main factor in limiting land movements. As such, it is highly likely that the intensity of attacks and military operations will escalate drastically at the end of the rainy season.

The security situation in the Sahel region during the month of October 2024 is trending towards an intensification of activities by Armed Groups. The Harassment of army positions in remote localities such as Gorgadji, Gorom-Gorom, Djibo, Arbinda and Kelbo as well as the destruction of crops, kidnappings and murders of civilians are now recurrent, forcing the few remaining people in these localities to move to other localities such as Dori and Gorom Gorom.
East and Centre-Est regions' situation remains volatile and is deteriorating daily, with 06 armed conflicts, 17 attacks and 30 people killed. Incursions are reported in some farming hamlets.

Humanitarian access remains very difficult, as armed groups movements are reported in several places and are trying to extend their hold on the main roads.

The Centre Nord region experienced a relative calm period during this month, with fewer incidents than in previous months. However, operation of securisation is ongoing. In addition, Manni, a border region of the Centre Nord was attacked by armed group. This attack resulted civilian deaths, injuries, fire of property, and the displacement of persons to Bogandé and others to Yalgo and Taparko. In the area of protection, serious violations of children's rights are on the increase.

The humanitarian situation continues to be affected by the ongoing conflict. During the month of October 2024, 4 population displacements alerts affecting 23,157 persons including 11,389 children were registered in Est and Boucle du Mouhoun regions, by the Groupe de coordination operationnelle dela réponse rapide (GCORR). From January to October 2024, 327,935 internally displaced persons (IDPs) were reported with more than 83% in Est,
Nord, and Boucle du Mouhoun regions.

In the area of protection, serious violations of children's rights are on the increase, as in the recent attacks on hospitals and schools in Mani (Eastern Region)
