BOLIVIA - MUDSLIDE
DHA-UNDRO INFORMATION REPORT NO. 1
10 DECEMBER 1992

1. AT 04.30 A.M. (LOCAL TIME) ON 8 DECEMBER 1992, AFTER TORRENTIAL RAINS, MUDSLIDE BURIED MINING CAMP LLIPI OF OVER 1,000 PEOPLE LOCATED IN LARECAJA PROVINCE, 285 KM NORTH OF LA PAZ (A 14 HOUR CAR RIDE FROM LA PAZ IN NORMAL CONDITIONS). DHA-UNDRO/UNDP REPRESENTATIVE REPORTS THAT RESCUE OPERATIONS STARTED ON SAME DAY BUT MADE DIFFICULT BY POOR ACCESS ROADS DAMAGED BY RAINS. MAIN IMMEDIATE PROBLEM WAS EVACUATION OF INJURED TO NEAREST MEDICAL CENTRE THREE HOURS AWAY BY ROAD.

2. ASSESSMENT OF CASUALTIES, DAMAGE AND NEEDS STILL UNDERWAY. UP TO EVENING OF 8 DECEMBER, 70 BODIES HAD BEEN LOCATED BUT MEDIA NOW REPORT AT LEAST 210 DEAD. IMMEDIATE REQUIREMENTS IDENTIFIED FOR SHELTER AND RELIEF AND SURVIVAL ITEMS FOR HOMELESS (FAMILY TENTS, BLANKETS, CLOTHING, BEDDING, ETC.), DIESEL AND TRANSPORT MEANS, MEDICAL SUPPLIES AND EQUIPMENT AND FOOD. CASH FOR LOCAL PURCHASES SUGGESTED.

3. GENERAL FERNANDO ORTIZ, NATIONAL DIRECTOR OF CIVIL DEFENSE, MINISTRY OF CIVIL DEFENSE, LA PAZ CO-ORDINATING RELIEF ASSISTANCE. SITE DECLARED NATIONAL DISASTER AREA.

4. DHA-UNDRO/UNDP REPRESENTATIVE CONVENED DISASTER MANAGEMENT TEAM MEETING IN LA PAZ ON 9 DECEMBER WITH PARTICIPATION WFP, WHO/PAHO, UNDCP AND CIVIL DEFENSE TO PLAN RELIEF ACTIVITIES. WHO/PAHO SPECIALIST ARRIVING FROM LIMA TODAY, FROM ON-GOING PROJECTS, WFP ALLOCATING FOOD SUPPLIES AND UNDCP PROVIDING ASSISTANCE IN SECTORS OF HEALTH, COMMUNICATIONS AND TRANSPORT.

5. NO REQUEST TO LAUNCH INTERNATIONAL APPEAL RECEIVED BY DHA-UNDRO. US EMBASSY OFFERED HELICOPTER SERVICES FOR MEDICAL EVACUATION.

1. TORRENTIAL RAINS CONTINUE IN AFFECTED AREA, DISRUPTING ALREADY DIFFICULT SURFACE ACCESS AND HAMPERING RESCUE ACTIVITIES AT LLIPI GOLD MINING CAMP. RESCUERS FROM ARMY AND VOLUNTEERS WHO EXTRACTED 14 INJURED ON 10 DECEMBER ARE CONFRONTED WITH LACK OF HEAVY EQUIPMENT, FOOD SHORTAGES AND COMMUNICATION BREAKDOWNS.

2. DEATH TOLL NOW ESTIMATED AT 300 BUT IT IS LIKELY TO INCREASE, AS VICTIMS ARE STILL TRAPPED UNDER TONS OF ROCK AND SLUDGE. 400/500 PEOPLE ESTIMATED HOMELESS.

3. MAIN REQUIREMENTS IDENTIFIED AT THIS STAGE IN CONSULTATION WITH DHA-UNDRO/UNDP RESIDENT REPRESENTATIVE ARE:

- DUE TO THE DIFFICULT ACCESS, HELICOPTER SERVICES (FIRST PRIORITY) TO TRANSPORT INJURED, RELIEF SUPPLIES AND PERSONNEL INVOLVED IN ASSESSMENT AND RELIEF

- FUEL (DIESEL AND GASOLINE)

- TENTS TO PROVIDE SHELTER TO SURVIVORS CURRENTLY STAYING IN MAKESHIFT CAMP NEAR THE AFFECTED AREA

- WATER PURIFICATION TABLETS, AS THE RISK OF CHOLERA IS IMPENDING

- COOKING STOVES, BEDDING AND SLEEPING MATERIALS FOR THE SURVIVORS.

4. NATIONAL RESOURCES COVERING NEEDS AT THIS STAGE, WITH SOLICITED AND WELCOMED SUPPORT FROM FOREIGN EMBASSIES AND UN IN BOLIVIA.

5. LOCAL CARITAS DONATED 16 TONS FOOD AND 5 TENTS (CAPACITY:10-15 PERSONS).

1. ATTENTION SHIFTING GRADUALLY FROM RELIEF PHASE TO REHABILITATION. AS BODIES REMAIN BURIED UNDER LANDSLIDE, LLIPI MINING CAMP BEING CONVERTED INTO MASS CEMETERY.

2. SO FAR, 47 BODIES RECOVERED. GOVERNMENT REASSESSING NUMBER OF DEATHS AND PEOPLE HOMELESS, IN THE LIGHT OF THE OVERALL CAMP POPULATION.

3. IN LETTER DATED 15 DEC 1992 TO SECRETARY-GENERAL, GOVERNMENT OF BOLIVIA APPEALED FOR ASSISTANCE FROM UNITED NATIONS SYSTEM TO DEAL WITH THE CONSEQUENCES OF THE DISASTER. IN RESPONSE TO THIS APPEAL, DHA-UNDRO ALLOCATING US DLRS 15,000 EMERGENCY GRANT.

4. QUANTIFIED LIST OF RELIEF REQUIREMENTS SUBMITTED BY GOVT AVAILABLE WITH DHA. ITEMS CONTAINED THEREIN INCLUDE TENTS AND AND PLASTIC SHEETING, TOOLS, EMERGENCY FOOD RATIONS, MEDICINES, AND MEDICAL EQUIPMENT, FUEL AND TRANSPORT MEANS, SUPPLIES FOR PURIFICATION AND DISTRIBUTION OF WATER. THIS LIST ADDRESSES THE CRITICAL NEEDS OF THE PEOPLE LEFT WITHOUT SHELTER.
