Bolivia - Floods

Funds for the Emergency Plan for the agricultural Sector are still urgently needed.
Situation
1. According to WFP reports, rains are coming back to their normal levels bringing relief to the flood affected areas in the northern lowlands. Latest reports of the Civil Defense Service (SENADECI) indicate that a total 357,250 people in rural areas have been affected during this year.
2. The Ministry of Agriculture has reported losses of 119,163 hectares (about 294,000 acres) which represents 7.3 per cent of total cultivated land. The crop damage amounts to some USD 121 million. Floods have also destroyed important productive infrastructure (productive land, small irrigation systems and roads).
3. The main income source of small farmers -their crops- has been destroyed in such a proportion that their food security is threatened until next harvest, which starts in March 2002.
4. As reported in OCHA Situation Report no.4 of 22 March 2001, the Ministry of Agriculture, in cooperation with the Food and Agricultural Organization (FAO) and the World Food Programme (WFP), launched an Emergency Plan for the agricultural sector amounting to approximately USD 7.4 million, targeting 32,000 families and the rehabilitation of 26,000 hectares of crops belonging to small farmers in highlands and valleys.

+ International response to the Emergency Plan
5. The response of the international community to this Emergency Plan has so far been very modest: an in-kind contribution (wheat) towards the 'Food for Work' Program. Thus, funds for the Emergency Plan for the Agricultural Sector are still urgently needed.
WFP response
6. As of 14 May, WFP Bolivia distributed 1,236 MT of food (534,271 rations) to approximately 127,055 affected people (25,411 families). Food provided belongs to the regular program stocks. Distribution had to slow down in some regions because stocks ran out of some products. Another 610 MT of food should be distributed in the next weeks to meet urgent requirements.
7. The USD 300,000 in kind (660 MT of wheat) contribution will partially meet the requirements. Still needed are canned fish (130 MT), wheat flour (1,820 MT), vegetable oil (97.5 MT), and rice (975 MT).
8. USAID reported a contribution of 454 MT of food, 596 tents and about 2,000 safe water containers with hydrochloride solution. USAID will implement in the next four months a rehabilitation plan (food for work) with approximately 1,500 MT of food, for the next four months. This contribution will be included in the Emergency Plan.
