BENIN - FLOODS IN THE BORGOU DISTRICT
DHA-GENEVA INFORMATION REPORT NO. 1
21 SEPTEMBER 1994

1. HEAVY TORRENTIAL RAINS SINCE BEGINNING OF AUGUST CAUSED OVERFLOW OF NIGER RIVER AND TRIBUTARIES ON 15-16 SEPTEMBER, CAUSING SERIOUS DAMAGE IN BORGOU DISTRICT.

2. FLOODS DEVASTATED HOUSES, CROPS, LIVESTOCK AND INFRASTRUCTURE, ESPECIALLY ROADS, TRAILS AND BRIDGES IN THE DISTRICT. MOST SERIOUSLY AFFECTED ARE KARIMAMA AND MALANVILLE COUNTIES.

3. GOVERNMENT OF BENIN CONDUCTED MISSION TO BOURGOU DISTRICT TO ASSESS EFFECTS AND NEEDS CREATED BY FLOODS.

4. GOVERNMENT HAS ASKED LOCAL DONOR COMMUNITY FOR ASSISTANCE TO AFFECTED POPULATION AND TO PARTICIPATE IN DAMAGE AND NEED ASSESSMENT IN THE AFFECTED AREA. UNDP/DHA RESIDENT REPRESENTATIVE IS MONITORING SITUATION AND WILL PROVIDE DETAILS.

SITUATION/IMPACT

1. THE GOVERNMENT DONOR MISSION HAS SURVEYED THE AREA. MOST AFFECTED ARE THE DISTRICTS OF KARIMANA, BUNIKOURA, GOGONOU AND MALANVILLE. NO CASUALTIES ARE REPORTED, BUT 14,400 PEOPLE ARE HOMELESS AND 19,000 HA AGRICULTURAL LAND IS FLOODED. A CONSIDERABLE NUMBER OF CATTLE AND POULTRY IS LOST. INFRASTRUCTURE (ROADS AND IRRIGATION WORKS) IS HEAVILY DAMAGED. MALARIA AND DIARRHEA OCCURRENCE HAS DRAMATICALLY INCREASED.

NATIONAL/INTERNATIONAL RESPONSE

2. THE GOVERNMENT IS REQUESTING INTERNATIONAL ASSISTANCE. DHA IS MAKING AVAILABLE AN EMERGENCY GRANT OF USD 30,000.

3. RELIEF NEEDS CONCENTRATE ON FOOD, IN PARTICULAR FOR VULNERABLE GROUPS (CHILDREN), MEDICINES (WHO MEDICAL EMERGENCY KITS) SHELTER (PLASTIC SHEETING) AND SEEDS.

4. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH A WRITTEN CONFIRMATION OF THE UTILIZATION OF THE FUNDS CONTRIBUTED.

5. TRANSFERS OF FUNDS SHOULD BE MADE TO THE DHA ACCOUNT NUMBER CO-590.160.1 AT THE SWISS BANK CORPORATION, CASE POSTALE 2770, CH-1211 GENEVA 2, WITH THE FOLLOWING REFERENCE: BENIN - FLOODS, DHA-GENEVA.

6. FOR COORDINATION PURPOSES, DONORS ARE REQUESTED TO INFORM DHA-GENEVA, AS INDICATED BELOW, OF BILATERAL RELIEF MISSIONS/PLEDGES/CONTRIBUTIONS AND THEIR CORRESPONDING VALUE BY ITEM.

SITUATION/IMPACT

1. THE FLOODS FOLLOWED EXCEPTIONAL RAINFALL. PREVIOUS FLOODS IN BENIN TOOK PLACE IN 1953, 1988 AND 1991. THE FLOODS RESULTED IN THE DESTRUCTION OF 4600 HOUSES, MAKING 20,000 PEOPLE HOMELESS. 19,000 HA OF AGRICULTURAL LAND (70 PER CENT FOOD CROPS AND 30 PER CENT CASH CROPS, MAINLY COTTON) WERE INUNDATED RESULTING IN THE LOSS OF THESE CROPS AND A CONSIDERABLE NUMBER OF LIVESTOCK. ALSO INFRASTRUCTURE WAS SERIOUSLY AFFECTED.

NATIONAL/INTERNATIONAL RESPONSE

2. THE GOVERNMENT SUPPORTED BY CARITAS WAS THE MAJOR AGENT DEALING WITH THIS DISASTER ASSISTED BY THE UN DISASTER MANAGEMENT TEAM, CHAIRED BY THE UN COORDINATOR/DHA REPRESENTATIVE. WHO IS REVIEWING MEDICAL REQUIREMENTS AND DHA HAS CONTRIBUTED USD 30,000 FOR EMERGENCY RELIEF, WHICH WILL BE USED FOR URGENT REPAIR OF SHELTER. REMAINING RELIEF NEEDS ARE FOOD, SHELTER (CEMENT AND SHEETING) AND MEDICINES (EG. MEDICAL KITS).
