Overview
This report provides a short overview of the Government of Barbados' support mechanisms for vulnerable populations, emphasizing their relevance to immediate Cash and Voucher Assistance (CVA) initiatives. It examines measures, such as the National Insurance Scheme (NIS) and non-contributory benefits like the National Assistance Program (NAP), highlighting their roles in providing financial assistance to vulnerable people. The report also identifies challenges in reaching these groups, such as limited access to formal financial services and exclusion from existing social protection programs, particularly for fisherfolk. Additionally, it explores external support from national and international actors, which play a vital role in post-crisis recovery efforts, offering financial assistance and essential supplies. The report underscores the importance of communityled monitoring to ensure transparency and timely aid delivery. The analysis aims to inform CVA programming in response to Hurricane Beryl and guide actors interested in supporting vulnerable groups through this modality. This report is based on a desk review conducted using secondary data from the DEEP platform.
