Operational Updates

  • L3 Emergency Response: WFP continues with its Level 3 emergency response in Cox’s Bazar.
    According to the Inter Sector Coordination Group report of 21 June 2018, the total number of refugees stands at around 919,000, including 15,000 refugees in host communities.

  • Food and Nutrition Assistance in Cox’s Bazar: WFP continues to provide food assistance to Rohingya refugees through general food distributions, reaching 145,150 families, and e-vouchers, reaching 212,000 refugees as of 17 July 2018.

  • Of 246,600 refugees estimated at risk of landslides or floods, 30,375 have been relocated to safer locations, with 22,400 from the remaining still in areas of highest risk.

  • WFP has activated three emergency response protocols in Cox’s Bazar: a porter system, micronutrient fortified biscuits and hot meals for refugee families affected by the monsoon.

  • School Feeding Programme: In June 2018, the WFP School Feeding Programme reached 324,174 students with micronutrient fortified biscuits and 15,047 children with school meals.

  • Improved Maternity Allowance/Lactating Mothers Allowance Programme: The Ministry of Woman and Children Affairs (MoWCA) has approved rolling out of the MA/LMA programme in eight sub-districts. WFP continues to provide technical assistance to the programme in collaboration with IFPRI, thereby actively contributing to improved national actions to achieve the nutrition outcomes.

  • Nobo Jatra Programme: In the month of July, WFP transferred conditional cash entitlements of BDT 2,200 (USD 26) per individual to 15,026 pregnant and nursing women; and BDT 1,000 (USD 12) to 5,218 women participating in the graduation/livelihoods programme; alongside 15,000 (USD 178) each to 4,828 women enrolled in the graduation programme to initiate income generating activities.

  • Rice Fortification Programme: WFP organized follow-up training for laboratory technicians on development of testing protocols for fortified rice kernels in collaboration with Joint Institute of Food Safety and Nutrition (JIFSAN), Maryland University, USA.

  • Emergency Preparedness and Response: WFP in collaboration with the Ministry of Disaster Management and Relief (MoDMR) organized a table top simulation exercise from 21-23 July in Cox’s Bazar. This aimed at capacity strengthening of the Government’s existing emergency preparedness and response mechanism and witnessed participation of around 70 representatives from four upazilas (Moheshkhali, Ramu, Ukhia and Cox’s Bazar Sadar) and various other district entities including the Armed Forces Division (AFD), Navy, Air Force, Scouts, the Bangladesh Red Crescent Society (BDRCS), etc.

Monitoring

  • In the month of July, the third-party monitoring (TPM) firm, Data Management Aid, submitted its fifth round of monthly report based on WFP’s food distribution programmes for the Rohingya refugees in Cox’s Bazar. The findings are based on interviews with 304HHs who receive food through Distribution Points or General Food Assistance. TPM aims at providing appropriate guidelines to the senior management on the overall efficiency and effectiveness of WFP’s emergency response in Cox’s Bazar.

  • In the month of July, the established call centre/hotline received 434 calls and 432 calls relayed/feedback where 63.55 percent was from female and 37.85 percent was male callers.

Challenges

  • Torrential rains in Cox’s Bazar has veritable impact on access to the camps causing impediments in the functioning of the Logistics sector primarily.

  • The Ministry of Primary and Mass Education is advocating for school-meals with parents to provide daily lunch in a tiffin box, in addition to the fortified-biscuits based school feeding programme for three million children in poverty prone areas. This has led to considerable delays in approval from the Government on the National School Feeding Policy (NSFP), which has already been endorsed by the Inter-agency technical committee.
