Situation Overview
Between May and September 2024, nearly 18 million people — around 45% of Bangladesh’s population were severely affected by a series of climate disasters that caused widespread devastation to live and livelihoods. These events directly impacted 29 of the country’s 64 districts. In May, Cyclone Remal, the most powerful storm to hit Bangladesh in over a decade, affected eight districts in the southern part of the country. The heavy rains associated with the cyclone triggered additional flooding in northeastern regions, further worsening the situation, especially when new flash floods struck six districts for a second time. In July, monsoon floods intensified and affected five additional districts in northern Bangladesh. By mid-August, persistent and heavy rains in the northeastern and southeastern parts of the country — along with upstream rainfall from India caused severe flash floods in the Chattogram region, impacting nine more districts.
To mitigate the impact, the Humanitarian Coordination Task Team (HCTT), together with the government, developed a humanitarian response plan, which was updated three times to meet the growing needs of each new emergency. Through the Humanitarian Response Plan (HRP), approximately USD 134 million was requested to support around 2.5 million of the most affected people in urgent humanitarian need. The plan concluded in March 2025.
