Situation Overview

Bangladesh is a disaster-prone country and in 2023 the Chattogram Division was severely affected by monsoon rain between 5-8 August 2023, resulting severe flash flood and landslides in Bandarban, Rangamati and Cox’s Bazar. These floods, intensified by persistent heavy rainfall and surging water from upstream, have impacted an estimated 1.3 million people. The situation called for a major and swift humanitarian response. The Humanitarian Coordination Task Team (HCTT), with the continuous engagement of the Ministry of Disaster Management and Relief and the support of local, national, and international NGOs, mounted an effective response.

A rapid impact assessment of the situation, conducted by Needs Assessment Working Group (NAWG) gauged immediate needs in the areas of food insecurity, threatened livelihoods, disrupted essential water, sanitation and hygiene facilities, and protection concerns. More than 200 thousand people were displaced, and 600 thousand people were in critical need. Based on the assessment HCTT secretariat formulated a Humanitarian Response plan (HRP) were around $34 million fund requested for 300,000 targeted affected population in four districts.

The Government, led by the Ministry of Disaster Management and Relief (MoDMR) and implemented by the DMC, allocated a response fund of USD 588,785, primarily sourced from Government provisions such as rice, cash, housing grants, and dry food, focusing on districts like Cox’s Bazar, Bandarban, and Chattogram. On the other hand, UN agencies and non-governmental organizations, including BDRCS, Action Aid Bangladesh, Oxfam, and others, have garnered a combined response fund of around $9.9 million (including $4 million from UNCERF) deploying their efforts across multiple affected districts, each backed by various donors including Swedish Red Cross, SIDA, NMFA, USAID, FCDO, and more with effective UN coordination.
