Background of JNA
In the initial days and weeks of a disaster, a rapid assessment is carried out by the Government of Bangladesh (GoB) to determine the damages by the particular disaster. With the goal of assessing disaster induced needs of people, humanitarian stakeholders (both government and non Government) in Bangladesh developed the Joint Needs Assessment (JNA) tools, methodologies, processes following and contextualizing the Multi-Cluster/Sector Initial Rapid Assessment (MIRA) best practices by ensuring participation of all stakeholders and ownership of the results. The whole process of JNA is leaded by Department of Disaster Management of the Government of Bangladesh and facilitated by CARE Bangladesh under supervision of the Humanitarian Coordination Task Team (HCTT), co-chaired by the Ministry of Disaster Management and Relief (MoDMR) and the UN Resident Coordinator (UNRC), to ensure participation of all stakeholders and ownership of the results.
What is JNA?
JNA is a tool for assessing needs of any catastrophic situation that ensures immaculate coordination between agencies during emergency. JNA, is triggered by the HCTT and conducted by the Needs Assessment Working Group (NAWG) under the leadership of the government counterpart in case of a disaster as per the SoD.
Decision of conducting JNA depends on the magnitude of the disasters and information availability.
