Background
In order to strengthen camp level coordination during emergency Shelter Sector selected Camp Focal Points in the recent past.
The need for improved regular coordination at camp level has been frequently raised by the multiple stakeholders including the Office of the Refugee Relief and Repatriation Commissioner (RRRC) and his representatives in the camps i.e. the GoB appointed Camp-in Charges (CiCs). By the end of 2019, a transition phase will be underway to handover all site management responsibilities to the CiCs (from current Site Management Support agencies). Establishment of a strong and resourced Camp Focal Points system is essential for coordinated response. Similarly ahead of the hazardous season, operational Camp Sector Focal Points need to facilitate information sharing and fulfill Shelter Sector related emergency preparedness and response functions.
Objective:
To minimize duplications and gaps, strengthen oversight, information sharing, follow up planning and responses at camp level in normal time and emergency period through strengthening coordination.
Shelter Sector Focal Points should provide the bridge between the operational realities in the camps and the area level coordination by ensuring a regular flow of information between Shelter/NFI Sector Partners, Camp Focal Points, Area Focal Points and Shelter/NFI Sector team.
The Focal Points should also closely coordinate and engage with CiCs and Site Management Support agencies (SMS) as frequently as necessary, likely on a daily basis. They should participate in regular Camp coordination meetings, and ensure coordination between all the Sector partners in the Camp.
The goal is two-way information sharing and reporting between the Camp level, Area level and CXB level to achieve quality services and an adequate coverage, based on agreed and harmonized standards. The Focal Points will also allow a common understanding of key emerging issues in real time to enable timely interventions.
