1. FOLLOWING HEAVY RAINS AND FLOODS IN THE PAST 2 WEEKS: 125 PEOPLE DEAD, 13 MILLION PEOPLE AFFECTED. 35 DISTRICTS OUT OF 64, AREAS OF 25,000 SQ.KM. AFFECTED. 370,000 HA OF CROP AREAS FULLY AND 391,000 HA PARTIALLY DAMAGED. 1,157 KM. OF ROADS TOTALY AND 13,345 KM. PARTIALLY DAMAGED. 35 KM. OF EMBANKMENT FULLY AND 687 KM. PARTIALLY DAMAGED. 510 BRIDGES CULVERTS DESTROYED.

2. FLOOD CONTROL CELL RESUMED ITS OPERATION AT PRESIDENTS SECRETARIAT AND CARRING OUT RELIEF OPERATION FROM ITS OWN SOURCES. 1,600 MEDICAL TEAMS NOW OPERATIONAL IN AFFECTED AREAS. GOVERNMENT FOOD STOCK STANDS AT 1.2 MILLION MT. MEDICINE STOCK COMFORTABLE. COMMUNICATION DISRUPTION HAMPERING DELIVERY OF RELIEF SUPPLIES BY ARMY.

3. UN INTERAGENCY WORKING GROUP MET ON 29 AUGUST TO REVIEW SITUATION AND TO PREPARE FOR POTENTIAL REQUEST FOR ASSISTANCE.

1. GOVERNMENT HAS REQUESTED UNDRO TO LAUNCH APPEAL FOR INTERNATIONAL RELIEF ASSISTANCE IN VIEW GRAVITY FLOOD SITUATION.

2. GOVERNMENT ESTIMATES 20 MILLION PEOPLE AFFECTED (ALMOST A FIFTH OF TOTAL POPULATION). COMMUNICATIONS BETWEEN DISTRICTS AND CAPITAL DISRUPTED. STRONG FLOOD CURRENTS AND LARGE-SCALE DESTRUCTION OF ROADS, BRIDGES LEAVING MANY VICTIMS IN REMOTE AREAS WITHOUT ASSISTANCE. FURTHER DETAILS ON DAMAGE ASSESSMENT AND NEEDS WILL BE COMMUNICATED SHORTLY.

3. GOVT HAS MARSHALLED AVAILABLE RESOURCES FOR A 24 HOUR RELIEF OPERATION SUPERVISED BY PRESIDENT. TOP PRIORITY ATTACHED TO FOLLOWING RELIEF ITEMS:

GENERAL

1. UNDRO/UNDP RESIDENT REPRESENTATIVE REPORTS FLOOD WATER LEVEL IN DHAKA RISING. SINCE 1 SEPTEMBER MORE THAN HALF OF BANGLADESH REMAINED FLOODED. 20 MILLION PEOPLE NOW AFFECTED IN 39 DISTRICTS. DAMAGE TO INFRASTRUCTURE AND AGRICULTURE ESTIMATED TO BE AT LEAST COMPARABLE TO DESTRUCTION CAUSED BY 1987 FLOODS AND CONSTITUTES SERIOUS SETBACK FOR NATIONAL ECONOMY.

2. REPORTS FROM INDIA INDICATE HEAVY RAINS STOPPED OVER GANGES BASIN CONSEQUENTLY FLOOD LEVELS RECEDING. SIMILAR REPORTS RECEIVED FROM STATIONS ON BRAHMAPUTRA AND MEGHA RIVERS.

RELIEF

3. AT MEETING IN MINISTRY OF FOREIGN AFFAIRS 1 SEPTEMBER WITH REPRESENTATIVES LOCAL DONOR COMMUNITY GOB WELCOMED AGAIN EXTERNAL ASSISTANCE, PARTICULARLY IN FIELD OF TRANSPORT.

4. GOB TARGET OF 2 MILLION TONS FOOD GRAIN STOCK LEVEL WOULD REQUIRE ADDITIONAL 700-800,000 TONS DONATION. RECEEDING OF FLOOD WATERS WITHIN NEXT FEW DAYS CRITICAL FOR AMAN RICE CROP. SO FAR GOB ESTIMATES LOSS OF 2 MILLION TONS OUT OF 8 MILLION TONS NORMAL HARVEST FROM AMAN RICE - WFP OFFERED FOOD GRAINS FOR VULNERABLE GROUPS OUT OF FOOD RESERVE FROM TWO ONGOING PROJECTS.

5. UNDP REQUESTED TO PROVIDE SEEDS (VEGETABLE/WHEAT) AND CATTLE VACCINES. SPECIFIC RELIEF REQUIREMENTS WILL BE DEVELOPED BY GOB TEAMS/UNDP AND COMMUNICATED ONCE RECEIVED.

LOGISTICS

6. RELIEF DISTRIBUTION CONTINUES EXPERIENCING DIFFICULTIES DUE TO CUT ALL ROADS WITH EXCEPTION DHAKA TO MYMENSINGH. ALL INTERCITY RAILROADS INTERRUPTED. DHAKA ZIA INTERNATIONAL AIRPORT CLOSED FOR INTERNATIONAL FLIGHTS. NUMBER DOMESTIC FLIGHTS OPERATING LIMITED.

1. SITUATION CONTINUES TO DETERIORATE. MORE THAN 25 MILLION PEOPLE MADE HOMELESS. ABOUT TWO-THIRDS OF TOTAL POPULATION OF 110 MILLION AFFECTED IN 50 OUT OF COUNTRY'S 64 ADMINISTRATIVE DISTRICTS. OFFICIAL DEATH TOLL NOW 500, MANY DUE TO SNAKEBITES, DRINKING CONTAMINATED WATER AND CONSUMING ROTTEN FOODSTUFFS.

2. UNDRO/UNDP RESIDENT REPRESENTATIVE REPORTS AFTER HELICOPTER INSPECTION TOUR THAT VIRTUALLY ENTIRE COUNTRYSIDE UNDER WATER. ONLY TREES AND ROOFS VISIBLE. IN HIS ESTIMATE CURRENT FLOOD SITUATION SUBSTANTIALLY WORSE THAN IN 1987.

RELIEF

3. ON 3 SEPTEMBER MINISTER OF FOREIGN AFFAIRS UNDERLINED AGAIN ENORMOUS GRAVITY OF FLOODS AND NEED FOR INTERNATIONAL RELIEF ASSISTANCE. MINISTER STATED DETAILED ASSESSMENT DAMAGE NOT YET POSSIBLE. GOVERNMENT HOWEVER PUTS PRIORITY ON FOLLOWING SECTORS:

- FOOD: 3 MILLION TONS FOODGRAINS. TO FEED ABOUT HALF OF TOTAL POPULATION FOR SEVERAL MONTHS. ALSO HIGH PROTEIN FOOD, ESPECIALLY BISCUITS.

- BUILDING MATERIALS: CORRUGATED IRON SHEETS.

- MEDICAL SUPPLIES: ESPECIALLY WATER PURIFICATION TABS.

- TRANSPORT: KEROSENE, BOATS, DINGHIES.

- CASH CONTRIBUTIONS.

LOGISTICS

4. RELIEF OPERATIONS SERIOUSLY HAMPERED BY DESTROYED INFRASTRUCTURE. DHAKA INTERNATIONAL AIRPORT STILL CLOSED. OFFICIALS FEAR STARVATION OF THOUSANDS OF STRANDED FAMILIES UNLESS SUPPLIES REACH THEM SOON.

5. MEDICAL TEAMS WORKING ROUND THE CLOCK AND GOVERNMENT PUT ALL MEDICAL PERSONNEL ON STANDBY TO PREVENT OUTBREAK OF WATER-BORNE DISEASES. SO FAR 65 DEATHS DUE TO DIARRHOEA AND DYSENTERY REPORTED.

GENERAL

1. OFFICIAL ESTIMATES PUT NUMBER HOMELESS BETWEEN 25 TO 28 MILLION. EARLIER FEARS OF OUTBREAK WATER-BORNE DISEASES CONFIRMED BY REPORTS FROM HEALTH OFFICIALS DHAKA OF INCREASING NUMBER CASES OF DIARRHOEA: 30,000 IN DHAKA ALONE AND ABOUT 100,000 ELSEWHERE.

2. GVT DATA ON INFRASTRUCTURE AND AGRICULTURAL DAMAGE OFFICIALLY TRANSMITTED TO UNDRO: NEARLY 600,000 COMPETELY DESTROYED HOMES: 1.5 MILLION DAMAGED. TOTAL OF 30,000 KM ROADS PARTIALLY DAMAGED OR DESTROYED. RICE CROP ON 1.5 MILLION HECTARES DESTROYED AND SERIOUSLY DAMAGED ON 2 MILLION HECTARES. OFFICIAL ESTIMATES OF CROP LOSSES BETWEEN 1.5 - 3 MILLION TONS.

3. FAO/WFP CONSIDER FULL EXTENT DAMAGE TO CURRENT AMAN RICE CROP, REPRESENTING OVER 50 PERCENT NATIONAL RICE PRODUCTION, BECOMING AVAILABLE ONLY AFTER EASING FLOOD SITUATION. NATIONAL FOOD SECURITY STOCK HELD 1.3 MILLION TONS END AUGUST AND EXPECTED TO BE HEAVILY DRAWN UPON WHEN DISTRIBUTION BULK FOOD AGAIN POSSIBLE. TO MEET EMERGENCY DEMAND HOWEVER, SUBSTANTIAL ADDITIONAL FOOD AID WILL BECOME NECESSARY (REF.UNDRO SITREP NO.4, PARA.3).

RELIEF

4. GOB MARSHALLED AVAILABLE RESOURCES AND CONCERNED NATIONAL SERVICES INTO ROUND THE CLOCK RELIEF OPERATION. MAJOR OBSTACLE REMAINS BREAKDOWN OF INFRASTRUCTURE.

5. TOTAL 10 HELICOPTERS INCLUDING 4 FROM INDIA IN OPERATION. SAUDI ARABIA AND IRAQ PLEDGED ADDITIONAL 6 HELICOPTERS.

6. LEAGUE OF RED CROSS AND RED CRESCENT SOCIETIES (LRCS) HAVE LAUNCHED APPEAL ON BEHALF RC BGD TO ASSIST 200,000 FLOOD VICTIMS. INVIEW POSITIVE RESPONSE, LRCS APPEALED 7 SEPT. FOR CASH GRANTS TO HELP 1 MILLION VICTIMS FOR 2 MONTHS PERIOD.

REQUIREMENTS

7. RELIEF REQUIREMENTS IN ADDITION TO THOSE REPORTED IN UNDRO SITREP NO. 4 EXPECTED SOONEST FROM UNDRO/UNDP RESIDENT REPRESENTATIVE. ALSO DETAILS ON WAYS AND MEANS TO INCREASE INTERNAL DISTRIBUTION. BOTH WILL BE COMMUNICATED WHEN RECEIVED.

PRESENT SITUATION

1. IN VIEW GRAVITY OF SITUATION THE SECRETARY GENERAL, AFTER CONSULTATIONS WITH GOVERNMENT OF BANGLADESH, HAS DECIDED TO APPOINT MR. M'HAMED ESSAAFI, UNITED NATIONS DISASTER RELIEF COORDINATOR (UNDRO) AS HIS SPECIAL REPRESENTATIVE FOR THE EMERGENCY IN BANGLADESH. SECRETARY GENERAL HAS REQUESTED MR. ESSAAFI TO LEAD AN INTERAGENCY MISSION TO ASSESS THE IMMEDIATE AND SHORT-TERM RELIEF REQUIREMENTS. SECRETARY GENERAL HAS INVITED ALL CONCERNED AGENCIES TO JOIN AND ASSIST MR. ESSAAFI IN HIS EFFORTS. HE IS SCHEDULED TO LEAVE GENEVA 12 SEPTEMBER.

2. SECRETARY GENERAL ALSO DESIGNATED MR. E. DESSAU, UNITED NATIONS RESIDENT COORDINATOR IN DHAKA, AS HIS LOCAL SPECIAL REPRESENTATIVE. MR. DESSAU IS CHAIRING THE UN EMERGENCY GROUP WHICH HAS BEEN WORKING CLOSELY WITH GOB SINCE THE BEGINNING OF THE EMERGENCY.

3. ON 7 AND 8 SEPTEMBER WATER LEVELS OF 15 RIVERS FALLING. OFFICIAL ESTIMATES PUT AREA AFFECTED AS NEARLY 60,000 SQ. KM AND NUMBER OF VICTIMS 30 MILLION. STORMS AND RESH FLOODING OCCURRED 9 SEPTEMBER DISRUPTING HELICOPTER-BORNE RELIEF OPERATIONS. FLOODS CAUSED BY BRAHMAPUTRA AFFECTING DISTRICTS LAXIMPUR AND NETROKONA IN EAST AND BARISAL IN SOUTH. CASES OF DIARRHOEA SPREADING AT ALARMING RATE. IN DHAKA ALONE OVER 300 CASES ADMITTED DAILY FOR TREATMENT.

RELIEF ACTIVITIES

4. RELIEF OPERATIONS BY GOB, NATIONAL AND INTERNATIONAL ORGANIZATIONS CONCENTRATING ON PROVISION IMMEDIATE RELIEF ASSISTANCE IN FORM OF COOKED FOOD, MEDICAL CARE AND SHELTER.

5. UNICEF LAUNCHED REQUEST TO DONORS IN COORDINATION WITH UNITED NATIONS FOCAL POINT FOR EMERGENCY (UNDRO). APPEAL IS FOR IMMEDIATE REQUIRMENTS OF AFFECTED POPULATION IN THE FIELDS OF HEALTH, WATER, NUTRITION AND SANITATION AND VALUED AT 5 MILLION USD.

6. DIRECTOR-GENERAL FAO APPEALED ON 9 SEPTEMBER TO DONORS FOR INCREASED RELIEF ASSISTANCE IN AREAS OF FOOD, AGRICULTURAL INPUTS AND LOGISTICS. OSRO WILL BE IMPLEMENTING ASSISTANCE CHANNELED THRUGH FAO.

7. LEAGUE OF RED CROSS SOCIETIES FIRST APPEAL OF 5 SEPTEMBER 88 FOR USD 1 MILLION ALREADY COVERED. LRCS HAS NOW APPEALED FOR ANOTHER USD 6.3 MILLION FOR ASSISTANCE TO 1 MILLION PERSONS DURING 60 DAYS.

GENERAL

1. ON 14 SEPTEMBER UNDRO COORDINATOR AND MEMBERS OF INTER-AGENCY MISSION INSPECTED FLOOD DAMAGE AT SIRAJGANJ AND VICINITY ACCOMPANIED BY SECRETARY, EXTERNAL RESOURCES DIVISION.

2. OVERALL SITUATION SLOWLY IMPROVING. AT PRESENT 7 RIVERS STILL FLOWING ABOVE DANGER LEVEL. MILLIONS OF PEOPLE REMAIN DISLOCATED. IN DHAKA, ABOUT 500,000 VICTIMS IN CAMPS AND TEMPORARY SHELTER. SHARP INCREASE OF WATER-BORNE DISEASES REPORTED AS RECEEDING FLOOD WATERS LEAVE BLOCKED SEWERS, GARBAGE AND OTHER WASTE IN THE OPEN.

3. DISTRIBUTION RELIEF ITEMS REMAINING AT SLOW PACE DUE TO DISRUPTED INFRASTRUCTURE. SITUATION PARTICULARY ACUTE AMONG ISOLATED VICTIMS WHERE LACK OF FRESH FOOD, SHELTER AND MEDICINE FEARED TO CAUSE MALNOURISHMENT. CONSEQUENCE IS SHARPLY INCREASED VULNERABILITY TOWARDS SICKNESSES NOT DANGEROUS UNDER NORMAL CONDITIONS BUT COULD NOW BE FATAL. REPORTS FROM DHAKA INDICATE 300,000 CASES OF DIAHORREA AND DYSENTERY.

RELIEF

4. MAIN DISTRIBUTION MEANS FOR RELIEF ITEMS ARE BOATS AND HELICOPTERS, OPERATED PRINCIPALLY BY MILITARY. GOB ADVISES NO FURTHER NEED FOR HELICOPTERS.

5. UN LOCAL SPECIAL REPRESENTATIVE AND UNDRO COORDINATOR INFORM DETAILED ASSESSMENT CROP LOSSES WILL BE JOINT FAO, WFP, UNDP AND GOB TASK. PRELIMARY ESTIMATES FOR TOTAL CROP LOSSES IN EXCESS OF 2 MILLION TONS.

6. UNICEF IN COLLABORATION WITH MINHEALTH COORDINATING PRODUCTION OF ORAL REHYDRATION SALTS AND WATER PURIFICATION TABLETS CRUCIAL IN FIGHTING WATER-BORNE DISEASES. WHO PERSONNEL HAS BEEN STRENGHTENED BY A TEAM OF 5 SPECIALISTS FROM CENTER OF DISEASE CONTROL (CDC), ATLANTA.

REQUIREMENTS

7. LIST OF IMMEDIATE AND SHORT TERM REQUIREMENTS AND PRIORITIES EXPECTED SOONEST AS RESULT CURRENT MEETINGS OF INTER-AGENCY MISSION AND GOB. WFP REQUESTED TO PROVIDE 240,000 TONS FOOD AID. 140,000 TONS WILL BE CHANNELLED THROUGH WFP ON-GOING VULNERABLE GROUP DEVELOPMENT PROGRAMME (VGDP). DISCUSSIONS INCLUDED POSSIBILITY OF SPECIAL MEETING ON ASSISTANCE TO BANGLADESH DURING PRESENT GENERAL ASSEMBLY SESSION.

RELIEF

3. WFP AND UNICEF IN COLLABORATION WITH NGOS, INTENSIFYING EFFORTS UNDER EXISTING PROGRAMMES TO FEED MOST SEVERELY AFFECTED POPULATION. WFP REPORTS TOTAL AMOUNT FOOD AID RECEIVED END SEPTEMBER IN RESPONSE APPEALS 275,330 TONS OF WHICH 245,330 ADDITIONAL AID. TOTAL FIGURE ALSO INCLUDES SECOND TRANCHE WFP EMERGENCY OPERATION INVOLVING 53,000 TONS WHEAT.

4. RESULTS JOINT FAO, WFP, USAID, CIDA CROP SURVEY CURRENTLY BEING DISCUSSED AND WILL BE INCORPORATED IN UN TASK FORCE REPORT. INITIAL ESTIMATES INDICATE LOSS OF 1.7 MILLION TONS. EARLIER ESTIMATES PUT LOSS AT 2.2 MILLION TONS.

1. FINAL REPORT WITH FULL DAMAGE ASSESSMENT AND REHABILITATION NEEDS BEING FINALIZED FOR DISTRIBUTION. REPORT WILL INCLUDE HEALTH SECTOR EMERGENCY PROGRAMME PROPOSALS TOGETHER WITH IMMEDIATE ACTION PLAN FOR PREPAREDNESS TRAINING AND MANAGEMENT FORMULATED JOINTLY BY GOVT OF BANGLADESH AND WHO.

2. GOVT OF BANGLADESH HAS INITIATED A NATIONAL FLOOD POLICY STUDY FOR WHICH A UNDP-SUPPORTED INTERNATIONAL TEAM NOW IN BANGLADESH IS PROVIDING EXTERNAL EXPERTISE ON FLOOD MANAGEMENT, WITH UNDRO ASSISTING IN THE DISASTER PREPAREDNESS COMPONENT.

SPECIAL MEETING

3. UN SECRETARY-GENERAL HAS CONVENED AND WILL PERSONALLY OPEN A SPECIAL MEETING ON ASSISTANCE TO BANGLADESH AT 3.00 P.M. ON 16 NOV 88 IN NEW YORK. PRESIDENT ERSHAD OF BANGLADESH WILL ADDRESS THE PARTICIPANTS.

4. BOTH THE SECRETARY-GENERAL'S SPECIAL REPRESENTATIVE FOR THIS EMERGENCY, MR. M'HAMED ESSAAFI (UNDRO CO-ORDINATOR), AND THE SECRETARY-GENERAL'S LOCAL SPECIAL REPRESENTATIVE, MR. ERLING DESSAU (UNDRO/UNDP RESIDENT REPRESENTATIVE), WILL GIVE DETAILED BRIEFINGS.

5. A SEPARATE INFORMATION MEETING FOR NGO'S CHAIRED BY UNDRO'S CO-ORDINATOR, AT WHICH MR. DESSAU WILL ALSO BE PRESENT, WILL BE HELD AT 10.00 A.M. ON THE SAME DAY (16 NOV).
