Crisis Group cites changes in Armenia's policy

Changes are observed in the policy of official Yerevan after the start of the 'Prague process' of talks on settling the long-standing Armenia-Azerbaijan conflict over Upper Garabagh, says a representative of an organization working to prevent conflicts worldwide. Whereas Armenia was earlier demanding determination of the Upper Garabagh status without the pullout of its military forces from the occupied territories, today official Yerevan agrees on the withdrawal of its troops prior to solving the status issue, said Sabine Frasier, the International Crisis Group project director on South Caucasus.

"This is based of Azerbaijan's demands and is a major step toward compromise," the ICG representative said. Frasier added that her organization has prepared a report on the steps taken by the European Union to achieve settlement of the conflict, as well as the disputes over Georgia's breakaway republics of Abkhazia and South Ossetia, which includes a number of recommendations.
