Azerbaijan's rather impressive economic growth is attributed to the growing oil exports as well as some non-oil export sectors. The National Programme on Poverty Reduction (2006-2015) is in successful implementation to reach the UN Millennium Development Goals. Official poverty rates dropped from 49 per cent to 7.8 per cent.
However, despite the progress, still a lot remains to be done in terms of development and improving the situation in certain areas, including the socio-economic consequences related to the national independence and the political transitions towards a multi-party market economy. Due to the Nagorno Karabakh conflict there were significant humanitarian impacts on both countries like casualties, population displacement (up to 600,000)1, separation of families and destruction of the infrastructure. The impact of natural disasters such as floods, landslides, droughts, and earthquakes is an issue of concern especially in disaster prone areas. Health and social welfare services towards HIV infected people, drug users, MDR-TB patients, people with different disabilities, cancer patients; elderly people living alone, and orphans still demand particular attention.
