SITUATION

1. ON 21 JUNE A SEA SURGE ALONG THE COASTLINE OF THE CASPIAN SEA CAUSED FLOODING IN THE SOUTHERN REGION OF AZERBAIJAN. THIS FRESH DISASTER FOLLOWS ON THE FLOODING CAUSED BY TORRENTIAL RAINS ON 7 JUNE, WHICH LED TO AN APPEAL FOR INTERNATIONAL ASSISTANCE (SEE SITREP AZERBAIJAN - TORRENTIAL RAINS FOR MORE DETAILS).

IMPACT

2. THE GOVERNMENT REPORT HIGHLIGHTED THE DAMAGE OCCURRING IN THE LENKORAN DISTRICT WHERE MORE THAN 753 HOUSES WERE FLOODED. 2800 PEOPLE WERE EVACUATED TO PUBLIC BUILDINGS. 1100 HECTARES OF CROPS WERE FLOODED. INFRASTRUCTURE HAS SUFFERED HEAVILY SINCE THE GOVERNMENT HAS BEEN UNABLE TO TAKE ADEQUATE FLOOD PROTECTION MEASURES ALONG THE COAST AND TO PROTECT THE BAKU RAILWAY BETWEEN LENKORAN TO ASTARA. THE RAILWAY TRACK IS THREATENED. 14 KM OF ROAD BETWEEN PORT ILYICH AND NARIMANABAD HAS BEEN DESTROYED. REPAIRS ARE ESTIMATED TO COST US DOLLARS 660,000. IN ADDITION COMMUNICATIONS AND ELECTRICITY SUPPLY LINES WERE DAMAGED.

3. IN THE ASTARA DISTRICT MORE THAN 300 HOUSES AND INDUSTRIAL UNITS WERE FLOODED INCLUDING FISH FACTORIES AND STOCK RAISING UNITS.

NATIONAL RESPONSE:

4. THE GOVERNMENT ESTIMATED THE TOTAL DAMAGE AT MORE THAN 25 BILLION MANATS OR US DOLLARS 5.5 MILLION. THE FIRST DEPUTY PRIME MINISTER TOGETHER WITH THE UN RESIDENT COORDINATOR VISITED THE AFFECTED AREA AND HAS PROVIDED A DAMAGE AND NEEDS ASSESSMENT REPORT TO THE UN OFFICE IN BAKU. THE GOVERNMENT HAS HOUSED THE HOMELESS IN PUBLIC BUILDINGS BUT FEARS EPIDEMICS DUE TO THE LACK OF SANITARY FACILITIES.

5. AZERBAIJAN WITH A POPULATION OF 7.5 MIO INHABITANTS IS GOING THROUGH A SEVERE ECONOMIC AND SOCIAL CRISIS, COMPOUNDED BY THE PRESENCE OF ALMOST ONE MILLION REFUGEES AND INTERNALLY DISPLACED PEOPLE AND THE CAPACITY OF THE GOVERNMENT IS, THEREFORE STRETCHED TO ITS MAXIMUM.

NEEDS FOR INTERNATIONAL ASSISTANCE

6. THE GOVERNMENT OF AZERBAIJAN HAS REQUESTED DHA THROUGH THE UN RESIDENT COORDINATOR TO APPEAL FOR INTERNATIONAL ASSISTANCE FOR THE AFFECTED POPULATION.

7. NEEDS IDENTIFIED BY THE GOVERNMENT ARE:

ASBESTOS CEMENT PLATES FOR ROOFS, BUILDING CEMENT 500, CABLES 35-180SQMM, HEAVY DUTY EQUIPMENT SETS, LIGHTING EQUIPMENT, GALVANIZED IRON FOR ROOFS, HIGH VOLTAGE CABLE (35-120 SQMM), HOSES (50-100SQMM), NAILS, PAINT, PIPES FOR GAS AND WATER 50-100SQMM (STEEL) ROLLED STEEL SAW TIMBER, WIRES (ALUMINIUM) 2X2,5 SQMM,

THE MATERIAL REQUESTED WILL SERVE TO REPAIR DAMAGE CAUSED AND BUILD NEW HOMES FOR THE AFFECTED. FULL DETAILS ARE AVAILABLE WITH THE DHA DESK OFFICER.

8. DHA HAS DECIDED TO PROVIDE AN EMERGENCY GRANT OF USD 25,000 FOR LOCAL PURCHASE OF EMERGENCY GOODS.

9. UNDP HAS APPROVED AN ALLOCATION OF US $ 50,000.

10. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION OF UTILIZATION OF FUNDS CONTRIBUTED.

11. DHA PISA WAREHOUSE CAN BE USED AS AN ASSEMBLY POINT FOR SHIPMENTS, TO AFFECTED AREAS, WHETHER GOODS COME DIRECTLY FROM DONORS OR FROM OTHER WAREHOUSES.

12. TRANSFERS OF FUNDS SHOULD BE MADE TO DHA ACCOUNT NUMBER CO-590.160.1 AT SWISS BANK CORPORATION,CASE POSTALE 2770, CH - 1211 GENEVA 2, WITH FOLLOWING REFERENCE: AZERBAIJAN - FLOODS, DHA-GENEVA.

13. FOR COORDINATION PURPOSES, DONORS ARE REQUESTED TO INFORM DHA-GENEVA, AS INDICATED BELOW, OF BILATERAL RELIEF MISSION, PLEDGES, CONTRIBUTIONS AND THEIR CORRESPONDING VALUE BY ITEM.
