ANGOLA - APPEAL FOR IMMEDIATE EMERGENCY RELIEF NEEDS
UNDRO SITUATION REPORT NO. 1
21 SEPTEMBER 1989

1. THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF ANGOLA IS HOLDING A DONOR CONFERENCE IN LUANDA TOMORROW 22 SEPTEMBER, TO ADDRESS THE OVERALL EMERGENCY REQUIREMENTS OF THE COUNTRY COVERING THE YEAR 1989/1990. THESE ARE SET OUT IN A COMPREHENSIVE DOCUMENT PREPARED BY THE GOA, IN COLLABORATION WITH THE UNITED NATIONS EMERGENCY WORKING GROUP, ANGOLA, WHICH WAS DISTRIBUTED TO PARTICIPANTS IN AUGUST, AND WHICH WILL BE SUBMITTED AT THE CONFERENCE.

2. AT THE REQUEST OF THE GOA, UNDRO FIELDED A MISSION OF TWO RELIEF CO-ORDINATION OFFICERS FROM 30 AUGUST TO 8 SEPTEMBER, TO UNDERTAKE AN ASSESSMENT OF THE MOST IMMEDIATE RELIEF NEEDS, REQUIRED TO RENDER PRIORITY ASSISTANCE TO GROUPS OF THE POPULATION CONSIDERED MOST AT RISK. THESE WERE IDENTIFIED AS THOSE DISPLACED BY CONFLICT, THOSE AFFECTED BY SEVERE DROUGHT OR FLOODS, AND/OR DETERIORATING HEALTH CONDITIONS. THE MISSION WHICH WAS SUPPORTED BY THE OFFICE OF THE U.N RESIDENT CO-ORDINATOR IN ANGOLA AND UNDERTAKEN IN CO-OPERATION WITH U.N. AGENCIES IN PLACE, AND RELEVANT GOVERNMENT AUTHORITIES, PLACED ITS FINDINGS IN THE CONTEXT OF THE OVERALL EMERGENCY REQUIREMENTS IN ACCORDANCE WITH THE ABOVE MENTIONED COMPREHENSIVE DOCUMENT.

3. THIS APPEAL IS THEREFORE INTENDED TO REPRESENT AN INITIAL FIRST PHASE OF ASSISTANCE COVERING A PERIOD OF EIGHT MONTHS UNTIL THE NEXT HARVEST IN APRIL 1990.

DISPLACED POPULATION

4. OVER 638,000 HAVING LEFT THEIR RURAL VILLAGES FOR MORE SECURE LOCATIONS ARE MAINLY CONCENTRATED IN KWANZA SUL, BENGO, HUAMBO, MOXICO AND SPREAD OVER 13 OTHER PROVINCES. THEY ARE IN URGENT NEED OF FOOD AID ESTIMATED AS FOLLOWS:

DROUGHT AFFECTED POPULATION

5. THE DROUGHT IN THE CENTRAL AND SOUTHERN PROVINCES OF HUILA, NAMIBE, KWANZA SUL AND BENGUELA, DRASTICALLY REDUCED AGRICULTURAL PRODUCTION AND AFFECTED OVER 2 MILLION PEOPLE. FOOD AID REQUIRED TO COVER THE EMERGENCY PERIOD UNTIL NEXT HARVEST IS ESTIMATED AS FOLLOWS:

6. THE PROVINCES OF KWANZA NORTE AND BENGO WERE VERY BADLY AFFECTED BY FLOODS EARLIER THIS YEAR CAUSING DAMAGE TO THE AGRICULTURAL INFRASTRUCTURE, HOMES AND AFFECTED 140,000 PEASANTS. ADDITIONAL TO THE NON FOOD NEEDS OF THE DROUGHT AFFECTED, THE FOLLOWING URGENT REQUIREMENTS ARE REPORTED:

HEALTH ASSISTANCE

7. THE DETERIORATING HEALTH SITUATION HAS PARTICULARLY AFFECTED THE GROUPS FOR WHOM THE APPEAL IS MADE. UNICEF AND WHO, ANGOLA, INDICATE THAT TOP PRIORITIES ARE IN THE FIELDS OF WATER AND ENVIRONMENTAL SANITATION, PROVISION OF BASIC HEALTH FACILITIES, AND PREPARATIVE ACTION AGAINST THE EFFECTS OF THE PRESENT OUTSPREAD OF CHOLERA. THESE EMERGENCY HEALTH ACTIONS WILL REQUIRE THE SPEEDY PROVISION OF ESSENTIAL DRUGS FOR HOSPITALS, MEDICAL SUPPLIES, WATER EQUIPMENT AND CONSULTANT ASSISTANCE IN HEALTH PLANNING AND TRAINING, TO SUPPORT WHO/UNICEF PROGRAMMES. TOTAL ESTIMATE TO COVER THIS EMERGENCY HEALTH ASSISTANCE IS 8.9 MILLION DOLLARS. SPECIFIC DETAILS CAN BE OBTAINED FROM UNICEF AND WHO ON REQUEST.

LOGISTICS

8. TO IMPLEMENT SPEEDILY THE DISTRIBUTION OF THE EMERGENCY RESPONSE, FURTHER LOGISTICAL SUPPORT IS ESSENTIAL. IT IS IMPORTANT ALSO TO DECREASE CONGESTION IN PORTS AND IMPROVE THEIR SUPPORT FACILITIES. IDENTIFIED ADDITIONAL NEEDS ARE AS FOLLOWS:

EXPERT CONSULTANTS AND STRENGTHENING OF GOVERNMENT AND UN EMERGENCY CO-ORDINATION BODIES

9. IT IS CONSIDERED NECESSARY TO RECRUIT AN EXPERIENCED PORTUGUESE/SPANISH SPEAKING UNDRO DELEGATE TO ASSIST THE UN RESIDENT CO-ORDINATOR'S OFFICE IN THE OVERALL EMERGENCY MANAGEMENT COVERING THE OPERATIONAL PERIOD. AN EXPERIENCED PORT OFFICER AND ROAD TRANSPORT EXPERT (BOTH FLUENT IN PORTUGUESE OR SPANISH), SHOULD ALSO BE RECRUITED TO MONITOR AND IMPROVE TIMELY RECEIPT AND DISTRIBUTION OF RELIEF. THE TWO DEPARTMENTS WITHIN THE GOVERNMENT, UNIDADE TECNICA DE APOIO PARA EMERGENCIA (UTA-E) AND THE SECRETARIA DE ESTADO DOS ASSUNTOS SOCIAS (SEAS), OPERATIONALLY INVOLVED IN THE CO-ORDINATION AND IMPLEMENTATION OF EMERGENCY ASSISTANCE, IN ASSOCIATION WITH THE UN EMERGENCY WORKING GROUP, REQUIRE STRENGTHENING. UTA-E SHOULD BE URGENTLY PROVIDED WITH COMPUTER FACILITIES AND RELEVANT TRAINING, ALONG WITH FUNDS TO PUBLISH DONOR REPORTS AND INFORMATION BULLETINS. THIS WILL ENABLE UTA-E TO MONITOR CONTRIBUTIONS FLOW, DISTRIBUTION, AND EVALUATE UNMET REQUIREMENTS, PROVIDING DATA FEEDBACK TO THE INTERNATIONAL COMMUNITY. FUNDING IS ALSO REQUIRED FOR THE OPERATIONAL COSTS OF THE UNITED NATIONS EMERGENCY WORKING GROUP IN LUANDA, INCLUDING THE RECRUITMENT OF THE TRANSPORT EXPERT AND PORT OFFICER MENTIONED ABOVE.

1. ON 22 SEPT THE GOVT OF ANGOLA HELD A ONE DAY DONORS CONFERENCE ON HUMANITARIAN ASSISTANCE FOR THE POPULATION AFFECTED BY VARIOUS EMERGENCIES PREVAILING IN THE COUNTRY. THE EMERGENCY REQUIREMENTS LISTED IN THE APPEAL AMOUNTED TO APPROXIMATELY 272 MILLION US DOLLARS FOR THE PERIOD 1989/90 (REF. UNDRO SITREP NO.1 - 21 SEPT 89).

2. THE CONFERENCE WAS CHAIRED BY MINISTER OF EXTERNAL RELATIONS VAN DUNEN 'LOY', WHO, IN THE FORMAL PRESENTATION OF THE APPEAL DOCUMENT, HIGHLIGHTED THE MAIN ELEMENTS OF THE EMERGENCY SITUATION AND THE LARGE NUMBER OF POPULATION AFFECTED BY THE ONGOING WAR AND NATURAL DISASTERS. AFTER DESCRIBING THE EFFORTS OF THE GOA TO REACH AN INTERNAL PEACE AGREEMENT, MINISTER VAN DUNEN 'LOY' URGED THE INTERNATIONAL DONOR COMMUNITY TO RESPOND TO THE APPEAL.

3. THE UN RESIDENT COORDINATOR IN ANGOLA REPORTED ON THE ACTIVITIES OF THE UN AGENCIES IN THE COUNTRY AND THEIR SUPPORT TO THE EMERGENCY PROGRAMME. IN ADDITION HE GAVE DETAILS ON THE UNDRO SIMULTANEOUS APPEAL IN GENEVA AND STRESSED THE NEED FOR IMPROVING CO-ORDINATION MECHANISMS AMONG ALL PARTIES INVOLVED IN RELIEF ACTIVITIES IN ANGOLA.

2. UNICEF AND WHO REPORTED FOLLOWING DETAILED INFO ON THEIR PLANNED PROGRAMMES AND ONGOING ACTIVITIES OF EMERGENCY ASSISTANCE TO ANGOLA. PLEASE NOTE THAT GENERAL BACKGROUND AND FINANCIAL REQUIREMENTS FOR PROJECTS LISTED BELOW ARE ALREADY PART OF UNDRO SITREP NO. 1 DATED 21 SEPT. 1989. MOST OF DESCRIBED PROJECTS SUCH AS HEALTH ASSISTANCE, CONSULTANCY REQUIREMENTS AND PROCUREMENT OF SURVIVAL ITEMS REPRESENT THE RESULT OF JOINT EFFORTS AND RESPONSIBILITY SHARING OF UN AGENCIES PARTICIPATING IN THE UN EMERGENCY WORKING GROUP IN LUANDA, IN CO-OPERATION WITH UNDRO HQ IN GENEVA.

3. UNICEF CURRENTLY ASSISTING 20,000 WAR AFFECTED FAMILIES IN FOUR MUNICIPALITIES OF BENGUELA PROVINCE THROUGH THE PROVISION OF FAMILY AGRICULTURAL KITS VIA PEASANT ASSOCIATIONS. US DLRS 1.5 MILLION ARE SOUGHT FOR SIMILAR ASSITANCE TO 10,000 FAMILIES IN THREE MUNICIPIOS OF BIE PROVINCE, AND FOLLOW-UP ASSISTANCE IN BENGUELA.

4. UNICEF SEEKING US DLRS 1.5 MILLION FOR THE PROVISION OF RELIEF AND SURVIVAL ITEMS TO THE EIGHT MOST AFFECTED PROVINCES: BENGO, KWANZA SUL, VIGE, LUNDA NORTE, HUAMBO, BIE, MOXICO AND CUNENE. WITHIN THESE PROVINCES ARE FOUND 75 PERCENT OF TOTAL DISPLACED, OF WHICH ONE-THIRD RECENTLY DISPLACED. NEEDS INCLUDE BLANKETS, SOAP, CLOTHING, BASIC DOMESTIC UTENSILS, TOOLS FOR SHELTER CONSTRUCTIONS AND AGRICULTURE.

5. UNICEF CURRENTLY ASSISTING THE RECONSTRUCTION OF SUPPLEMENTARY FOOD DISTRIBUTION CENTRES FOR DISPLACED AND DESTITUTE IN LUANDA, BENGO, KWANZA SUL AND HUILA PROVINCES. US DLRS 1.0 MILLION ARE SOUGHT TO EXTEND THIS PROJECT TO VIGE, HUAMBO AND BIE PROVINCES.

6. FOLLOWING WITHDRAWAL OF BELLIGERENT FORCES FROM CUNENE, UNICEF BEGAN BOREHOLE REHABILITATION PROJECT AS 80 PERCENT OF BOREHOLES DAMAGED OR DESTROYED. DROUGHT CONDITIONS EXACERBATED THE SITUATION AND ASSISTANCE NEEDS TO BE EXTENDED INTO HUILA PROVINCE TOO. US DLRS 2.0 MILLION ARE REQUIRED FOR TECHNICAL ASSISTANCE, SUPPLIES, EQUIPMENT AND TRANSPORT.

7. US DLRS 3.1 MILLION ARE URGENTLY REQUIRED BY UNICEF FOR 1,000 BASIC DRUGS KITS FOR HEALTH CENTRES NATIONWIDE, TO PROVIDE MINIMUM BASIC CURATIVE SERVICES TO THE 1.5 MILLION WAR AFFECTED AND 2.2 MILLION DROUGHT AFFECTED POPULATION.

8. SINCE JULY 1989, UNICEF HAS PLACED A LOGISTICIAN IN MINISTRY OF HEALTH. US DLRS 1.3 MILLION ARE REQUIRED FOR VEHICLE MAINTENANCE EQUIPMENT, SPARE PARTS, WAREHOUSE EQUIPMENT, TRANSPORT AND TRAINING ACTIVITIES.

9. IN ADDITION TO WHO PROGRAMMES, WITH REGARD TO CHOLERA CONTROL AND PREVENTION, UNICEF SEEKING US DLRS 1.5 MILLION FOR STRENGTHENING OF DIARRHOEAL DISEASE CONTROL BY MINISTRY OF HEALTH, FOR PROVISION OF CHLORINE TREATMENT PLANTS, CHEMICALS FOR URBAN WATER SUPPLY SYSTEM AND WATER STORAGE EQUIPMENT FOR HEALTH INSTALLATIONS.

10. UNICEF, IN ASSOCIATION WITH MINISTRY OF TRANSPORT, SEEKING US DLRS 1.5 MILLION TO OVERCOME LOGISTIC PROBLEMS DUE TO ROAD TRANSPORT LIMITATIONS.

11. UNICEF ALREADY PROVIDING VEHICLES AND OFFICE EQUIPMENT TO UTA-E TO ENABLE ITS MANDATORY DUTIES, WHILE UNDRO, THANKS TO THE BRITISH CONTRIBUTION, WILL PROVIDE BASIC COMPUTER COMPONENTS. FURTHER US DLRS 500,000 BEING SOUGHT FOR CONSULTANCY SUPPORT, ADDITIONAL COMPUTER EQUIPMENT, TRAINING ACTIVITIES AND PUBLICATIONS COSTS OF EMERGENCY INFO BULLETIN.

12. TO STRENGTHEN SEAS LOGISTIC CAPACITY, UNICEF WILL RECRUIT A TRAINING OFFICER IN OPERATIONS MANAGEMENT TO BE POSTED WITHIN SEAS. US DLRS 4.0 MILLION ARE REQUIRED FOR EXISTING AND INCREASED TECHNICAL ASSISTANCE, TRAINING MATERIALS, RADIO EQUIPMENT, VEHICLES, SPARES, LUBRICANTS, TOOLS AND EQUIPEMENT.

13. WHO SEEKING US DLRS 2.0 MILLION FOR CHOLERA CONTROL PROGRAMMES IN COLLABORATION WITH THE ANGOLAN NATIONAL COMMISSION FOR CHOLERA CONTROL. THE PROGRAMME INCLUDES THE PURCHASE AND TRANSPORT OF DRUGS, MEDICAL SUPPLIES (RINGERS LACTATE SOLUTION, ANTIBIOTICS, DISINFECTANTS, CONSUMABLE MATERIALS AND NON MEDICAL MATERIALS), AND IMPROVEMENT OF LOCAL WATER SUPPLY AND SANITATION.
14. WHO SEEKING US DLRS 1.0 MILLION FOR SUPPORT TO HOSPITALS. REQUIREMENTS ARE IN FORM OF ESSENTIAL DRUGS, CONSUMABLES AND REAGENTS FOR LABORATORY.

15. WHO SEEKING US DLRS 135,000 FOR TECHNICAL SUPPORT. THE PLANNED ACTIVITIES INCLUDE IDENTIFICATION OF PRIORITY NEEDS IN THE MOST AFFECTED REGIONS AND TRAINING IN HEALTH EMERGENCY MANAGEMENT, CONSULTANCY COMPONENT AND MATERIAL SUPPORT.

16. UNICEF TOTAL FUNDING REQUIREMENT FOR IMPLEMENTATION OF PROGRAMMES IN ANGOLA IS US DLRS 17,9 MILLION. WHO TOTAL FUNDING REQUIREMENT FOR HEALTH PROJECTS IN ANGOLA IS US DLRS 3,135,000.
