Shelter Cluster Afghanistan: Regional Monthly Update (September 2024)

In September 2024, the Emergency Shelter and Non-Food Items (ESNFI) Cluster and its 43+ partners continued providing crucial assistance across Afghanistan to those impacted by extreme weather, floods, and displacement. By the end of September, the cluster supported 718,500 individuals with emergency shelter, basic household items, and transitional housing.

Key challenges included:

  • The early onset of winter, which heightened the vulnerability of 1 million people due to insufficient shelter, fuel, and heaters, raising concerns about respiratory infections and hypothermia risks.
  • Resource constraints that hindered adequate shelter support, particularly for returnees, flood-affected families, and those in tents.
  • Logistical barriers such as limited distribution points and restricted access due to bans on female staff in certain regions.

Notable regional highlights:

  • Central Highland: Winterization support and permanent shelter constructions for vulnerable families.
  • Eastern Region: Extensive shelter upgrades and multipurpose cash assistance.
  • Southern Region: Transitional shelter construction and NFI distributions.
  • Western Region: Ongoing assessments and shelter repair projects, especially in earthquake-affected areas.

The report underscores urgent needs for winter assistance and calls for increased support to address resource gaps to ensure safe, dignified living conditions for affected populations.
