KEY HIGHLIGHTS AND CHALLENGES

Between January and March 2025, ES/NFI partners delivered critical shelter and non-food item (NFI) assistance to over 183,299 individuals, reaching 17% of the annual target. This achievement highlights the collective commitment of ES/NFI partners to meeting the urgent needs of vulnerable populations across Afghanistan.

While notable progress was made in 2025, underfunding remained a major obstacle to reducing needs and initiating recovery efforts. As of March 2025, only $9 million (6%) of the required $179.1 million for emergency shelter and NFI assistance had been secured. Meanwhile, returns from Iran and Pakistan, along with sudden-onset crises such as flash floods, continued to generate new needs, further exacerbating the vulnerabilities of affected populations.

As of March 2025, ES/NFI partners prioritized support for vulnerable groups by assisting 5,986 women-headed households, demonstrating a strong commitment to empowering and addressing the needs of some of the most marginalized communities.

In 2024/2025, the Cluster set out to deliver winterization assistance to over 1.3 million people, targeting 1 million individuals in the fourth quarter of 2024 and an additional 300,000 in early 2025. By 31 March 2025, over 424,000 people (90% of the early 2025 target) had received seasonal winter support, including heating fuel, winter clothing, and blankets, through the efforts of more than 33 partners. However, significant funding shortfalls continue to threaten the broader winter response, leaving over 612,000 people in high-priority districts at risk of missing critical heating and winter supplies.
