KEY HIGHLIGHTS AND CHALLENGES

From January to December 2024, ES/NFI partners provided critical shelter and non-food item (NFI) assistance to over 1.1 million people, achieving 66% of the annual target. This milestone underscores the collective dedication of ES/NFI partners to addressing the urgent needs of vulnerable populations across the region.

While significant progress was made in 2024, underfunding posed major challenges to reducing needs or initiating recovery efforts. As of December 2024, $146 million (68%) of the required $215 million for emergency shelter and NFI assistance remained unmet. Simultaneously, sudden-onset crises, such as flash floods, continued to create new needs, worsening the vulnerabilities of affected populations.

ES/NFI partners prioritized and empowered vulnerable groups by providing vital support to 32,706 women-headed households, demonstrating their commitment to assisting some of the most marginalized groups.

In 2024/2025, the Cluster aimed to deliver winterization assistance to over 1.3 million people, with 1 million targeted in the fourth quarter of 2024 and 300,000 in early 2025. By December 2024, over 271,000 individuals (60% of the target) had been reached with seasonal winter support, including heating fuel, winter clothing, and blankets, through collaborations with over 30 partners. However, funding shortfalls threaten the broader winter response, leaving over 892,000 people in high-priority districts at risk of missing essential heating and winter supplies.
