Objective: Ensure the earthquake response is guided by the affected communities, particularly vulnerable groups of women, children, and persons with disabilities, through regular community engagement activities facilitated by the community engagement teams.
Background: To make the inter-agency earthquake emergency response community-centred, close coordination between affected communities and ICCG/humanitarian community is key. The AAP Working Group along with the community engagement taskforce (TBD) in Jalalabad and Kunar to design and operationalise accountability mechanisms (such as community engagement/feedback mechanisms, information sharing, rumour-tracking). This will be done through the coordination of AAP WG and its partners community engagement teams, who will regularly engage with affected communities to ensure their meaningful participation in the Earthquake response using localised mechanisms.
Rationale: The affected communities are integral partners to the ICCG/humanitarian community in Jalalabad and Kunar, whereby at-risk groups need to be included in programme design and decision-making from the onset of the humanitarian interventions. This requires a sound understanding of the local community, country context, gender norms, and empowerment mechanisms, as well as the provision of timely information to affected people on issues related to protection, accountability, and earthquake response measures in an inclusive and intersectional manner. Thus, by working with community engagement teams, the ICCG/humanitarian community will be able to ensure systematic accountability on issues related to gender, power, and priority needs. Additionally, real-time accountability mechanisms will also help counter misinformation, ensure two-way communication, and build trust during uncertainty.
