Abstract
Mission East-Afghanistan provided cash for winterization assistance to 1,384 vulnerable households in Kohistan, Shughnan, Tagab, Wakhan, Wardu, and Yamgan districts of Badakhshan province under its “AHF Winterization A” project. Each household received a total of 28,797 AFN in one instalment from February 1 to May 30, 2023.
To assess beneficiary satisfaction and measure household food consumption, Mission East's MEAL team conducted a Post Distribution Monitoring (PDM) survey in all project-covered villages from June 1 to June 25, 2022. The in-person household survey involved one-on-one interviews with 187 randomly selected households in 46 villages across the six districts of Badakhshan province. Data were collected using a questionnaire developed in Kobo Tools and mobile data collection devices, with a 95% confidence level and a margin of error of 7%. The PDM checklist developed by the assessment team covered demographic information, vulnerability status, livelihood and income information, satisfaction and accountability, and cash management and food consumption status of the target households.
The key findings of the survey are provided below:

Majority of respondents were male (93%) and households were headed by a male (95%)

32% of households were led by elderly heads, 6% by female heads, and 2% by child heads

30% of households reported having at least one disabled person, 73% had breastfeeding women, and 24% had pregnant women

Most common sources of livelihood were farming (44%) and daily wage work (40%), with an average monthly income of 2788 AFN

99% of respondents were fully satisfied with the distribution process and complaint mechanisms

Cash received was mostly spent on food (35%), loan repayment (28%), health or medicine (12%), fuel (11%), clothing (8%), education (2%), shelter items (2%), livestock (1%), and transport (1%)

56% of households reported improving their livelihood, while 46% reported going back to their previous situation of poverty

32% of interviewed households only received support from Mission East, while 68% received support from government and other INGOs

53% of respondents would like to receive cash assistance, 4% want to receive food, while 42% would like to receive all types of support

The project had a positive impact on food consumption, resulting in a 58% increase in households with acceptable food consumption
