The Government of Japan and the United Nations (UN) decided to extend assistance of a total of 3,660,415 US dollars (approximately 402.64 million yen) through the Trust Fund for Human Security for the project "Improving Human Security by Rebuilding Urban Communities" to be implemented by the United Nations Human Settlements Programme (UN-HABITAT) in Afghanistan.
In Afghanistan, national development aimed at alleviating poverty has entered its main stage while security sector reform including counter-narcotic and disarmament of illegal armed groups remains an important challenge. In addressing this challenge, it is recognized that community-based development is important, so Japan supports Afghan's efforts based on its own experience of comprehensive regional development assistance known as the Ogata Initiative.
The project is expected to focus not only on physical rehabilitation but also on the restoration of a sense of solidarity in the communities. The project is expected to improve the living conditions of approximately 100,000 people.

Secretariat in March 1999 by the initiative of the Government of Japan,
with total contributions of approximately 29 billion yen (approximately
US$ 256 million) up to the present. The Trust Fund has assisted more than
130 UN agencies' projects and programmes that address various threats to
human life, livelihood and dignity, from the perspective of human security.
