Kabul, Afghanistan, 7 July 2014 – According to Article 14.14 of the Structural Law of the Independent Election Commission (IEC) and Independent Electoral Complaints Commission (IECC), which authorizes the IEC to announce preliminary and final results; and also based on provisions of Article 4.20 of the Electoral Law, the IEC has officially announced the preliminary results of the 2014 run-off Presidential Election.
Prior to this announcement, the IEC had taken specific measures to detect and reduce electoral irregularities and fraud, and to strengthen confidence. The announcement was, therefore, slightly delayed.
On the day of the run-off election (14 June), a total of 6,172 polling centers, including 22,828 polling stations, were open. Among these, 299 polling stations opened, but received no ballots. A total of 193 polling centers, including 579 polling stations, did not open at all.
Election Day turnout reflects 8,109,493 voters; of whom 62.37% (5,057,613) are male; and 37.63% (3,051,880) are female. This turnout figure includes 7,972,727 valid votes and 136,766 invalid votes.
Following Election Day, in order to preserve the integrity of results, the IEC conducted two rounds of audits. In the first round, 299 polling stations were audited. Of these, 21 polling stations were affected, leading to the invalidation of 250 votes cast in favor of Ghani and 684 votes cast in favor of Abdullah. In the second round, 1930 polling stations were audited. Of these, 114 polling stations were affected, leading to the invalidation of 6,474 votes cast in favor of Ghani and 4,428 votes cast in favor of Abdullah.
Preliminary results reflect ballots cast in 22,778 polling stations; and indicate the number and percentage of votes received by Presidential candidates, as follows:
Dr. Ashraf Ghani Ahmadzai: 56.44% (4,485,888) Dr. Abdullah Abdullah: 43.56% (3,461,639)

The preliminary results are not final. They are subject to change, based on the adjudication of complaints by the IECC and its decisions, which it will then present to the IEC. Only then, can the IEC officially certify and announce final election results.
