The GPE Board of Directors approved a total of $100 million for Afghanistan. As per the New Funding Model, the grant is divided into fixed and variable amounts of $70 million and $30 million respectively. The application process will be subject to the new application process fulfilling all the requirements.
The New Funding Model The GPE secretariat had developed a New Funding Model whish is radically different than the pervious model used for approving country grant allocations. The new model will be based on the three main indicators – 1) poverty, 2) education vulnerability, and 3) fragility – and focuses on needs based allocation of country grants. Based on the New Funding Model, the total allocated fund is divided into a ‘fixed amount’ and a ‘variable amount’ divided respectively as 70% and 30%. The 70% is the grant allocation for which a country can apply based on the following requirements.
1.A Local Donor Education Group (LEG) endorsed Education Sector Strategic Plan;
2.Availability of data (or a strategy to obtain data) on, Sector analysis, including basic data to monitor progress Mechanism to monitor learning outcomes
3.Evidence of commitments to the Education Sector Plans (ESPs) and its financing by the Government.
The variable 30% will be decided by the government along with the Local Education Donor Group (LEG) and is flexible in its nature as it is at the discretion of the government and its local partners. There is no restriction on how and when can the application be submitted for this 30%. It can be part of the larger application along with fixed amount or it can be a separate application for a number of value added set of objectives.
