Introduction

This second issue of the Kunar and Jalalabad Earthquake Response Community Voices Bulletin, covering the period 22 September to 30 October, continues to serve as an inter-agency real-time accountability platform, capturing and amplifying the voices of earthquake-affected communities in Kunar, Nangarhar, and Laghman provinces. It aims to inform humanitarian responders, the Inter-Cluster Coordination Group (ICCG), the Inter-Cluster Coordination Team (ICCT), the Humanitarian Country Team (HCT) and the affected communities by highlighting the communities’ evolving priorities, needs, and perceptions as the response transitions from emergency to early recovery.

To ensure that affected people remain at the center of decision-making, the Accountability to Affected People (AAP) Working Group, led by UNFPA, continues to lead the Earthquake Response Community Engagement Task Team. This task team brings together humanitarian partners, including IOM, WFP, WHO, AADA, AYSO, PU-AMI, CHA, DRC, and Mgtwell, to coordinate community engagement, strengthen system-wide accountability, and promote two-way communication with affected people. Building on the first edition, this round further integrates community insights to guide adaptive programming and to strengthen inclusive recovery planning.
