Senator Hill says Australia's overseas commitments remain high, but there is now more flexibility because the peacekeeping mission in East Timor has ended and forces have been reduced in Solomon Islands.
He says there is still more work to be done in Afghanistan but the decision to send more troops will be made by the Cabinet.
"In some ways there's a little more flexibility now than there was a year or two ago," he said.
"We have been focussing on Iraq.
"We still have a major commitment there, which as you know we have in recent time increased, so we we need to weigh up all of these factors."
