Asia and the Pacific: 2025 Humanitarian Response Overview (as of 21 January 2025)

AFGHANISTAN (HRP)

Afghanistan’s humanitarian crisis in 2025 stems from political instability, economic decline, and climate-induced shocks. Nearly 22.9 million people need assistance due to limited access to basic services, food insecurity, and acute malnutrition. Returnee influxes from neighbouring countries further strain resources. Humanitarian partners are targeting 16.8 million people with humanitarian assistance out of 22.9 million people in need.

AFGHANISTAN (RRRP)

Over 8 million Afghan refugees and Afghans of other statuses are hosted by countries neighbouring Afghanistan, especially Iran and Pakistan. Refugee Response Plan (RRP) partners focus on protection, documentation, and equitable access to services, emphasizing sustainable returns and livelihoods for refugees and host communities amidst ongoing challenges. Humanitarian partners are targeting 7.3 million people with humanitarian aid – 100 per cent of the identified people in need.

MYANMAR (HRP)

People in Myanmar face an unprecedented humanitarian crisis, with millions affected by escalating conflict, displacement, food insecurity, collapsing public services, and economic shocks. Humanitarian partners are targeting 5.5 million people with humanitarian assistance out of 19.9 million people in need.

BANGLADESH (JRP)

Some 1 million Rohingya refugees are being temporarily sheltered in Bangladesh and rely entirely on humanitarian aid. Humanitarian partners are targeting 1.5 million people with humanitarian assistance out of 1.7 million Rohingya refugees and host community members in need.

BANGLADESH (HCRP)

Since May 2024, Bangladesh has faced a series of climate disasters, including Cyclone Remal, flash floods in Chattogram, and riverine floods in the Jamuna Basin, affecting some 18 million people. Humanitarian partners are targeting 2.5 million people with humanitarian assistance out of 6.4 million people in need.

VIET NAM (HCRP)

Typhoon Yagi affected 3.6 million people in nearly half (26) of Viet Nam’s 63 provinces, exacerbating vulnerabilities in communities already at risk from climate-related disasters. The joint response plan focuses on the 11 northern mountainous provinces, where 1.6 million people were affected. Humanitarian partners are targeting 300,000 people with humanitarian assistance out of 570,000 people in need.

PHILLIPPINES (HCRP)

Beginning in late October, six consecutive cyclones, in a period of only five weeks, affected over 13 million people across the country. Humanitarian partners are targeting 535,500 people with humanitarian assistance out of 2.6 million people in need.
