Afghanistan Weekly Situation Report 11-17 Aug 2005

I. OVERVIEW

The general security situation in Afghanistan remains unstable, with increased deterioration in eastern, south-eastern and southern regions. Armed clashes involving coalition forces, Afghan troops and anti-government elements were reported on daily basis. The rest of the country remained relatively calm with some factional tension in parts of the north and north-east. Threats of suicide attacks remain very high in the southern and south-eastern regions. Kandahar was declared white city for short periods. Explosions in Herat forced WFP staff to enhance security measures. Some monitoring missions were curtailed.

The Government of Afghanistan has imposed a new road tax without prior warning leading to delays of WFP trucks at the borders and increased cost to WFP. Issue is being discussed with the Government to find a reasonable solution

Prices for wheat in the wheat producing areas of the north are holding firm to firmer, confirming good functioning of markets. No major differences between major markets observed. WFP is monitoring wheat price situation closely to make recommendations as needed.

During the reporting period, 126,000 beneficiaries were assisted with more than 2400 mt of food.

On 15 August, the Indian General Consul, the Governor of Hirat province and the head of WFP Hirat Area Office attended a biscuit distribution ceremony for school children in Zinda Jan district of Hirat province. The governor, in his speech, appreciated WFP's efforts in western region and thanked the Indian Government for their generous donations to enhance the capacity of Afghan children.

Improved access to the local market and provision of potable water was achieved when 45 unit wells were dug and 13.5km road was rehabilitated through WFP's food for work projects in Pashton Kot district of Faryab province in the north region.
