HIGHLIGHTS

  • Clashes in border areas led to a temporary pause in returns during closure of border points, with UNHCR’s High Commissioner calling for rapid de-escalation for the sake of those impacted.
  • As of 4 October, over 2.2 million Afghans have returned from Iran and Pakistan in 2025. On 2 October 2025, the UN in Afghanistan, including UNHCR, has adopted a new, harmonized approach for reporting on returnee figures from Afghanistan. The aim is to ensure consistency across agencies by using consolidated data sets and relying on country of arrival figures.
  • Afghans remain in a precarious situation in Pakistan following the end of the grace period for Proof of Registration (PoR) cards on 31 August, putting many at risk of arrest and deportation.
  • The Afghanistan situation remains critically underfunded, with only 35% of the required $478 million for 2025 received. Additional support is needed to scale up the response to multiple emergencies. UNHCR’s updated regional returns appeal calls for $258.6 million.
