Overview:
In light of the current funding crisis, the Afghanistan Humanitarian Country Team (HCT) undertook an urgent prioritization of the 2025 Humanitarian Needs and Response Plan (HNRP). This process built on groundwork already completed during the HNRP’s development, in which clusters identified and designated 145 out of Afghanistan’s 401 districts as priority areas. Overall, clusters have reduced targets and therefore their costs for 78 of 96 activities where there is a budget line, representing 81 per cent of all activities reflected in the 2025 HNRP. While it is currently unclear how much funding will be received against the 2025 HNRP, and therefore which activities will ultimately be retained or deprioritized, it is envisaged that the overall deprioritization exercise will result in a revised overall financial requirement of US $1.62 billion, reflecting a 31 per cent reduction on the original HNRP ask of $2.351 billion.
