SUMMARY
This protection analysis report considers data collected, processed and analyzed through the ECHOfunded Emergency Response Mechanism (ERM) Consortium, including lead agency Danish Refugee Council (DRC) and partner agencies International Rescue Committee (IRC), the Agency for Technical Cooperation and Development (ACTED) and the REACH Initiative, in addition to WASH partner the Danish Committee for Aid to Afghan Refugees (DACAAR). The period covers November 2020 through January 2021.
Analysis covers 31 out of 34 provinces in all regions of Afghanistan as covered by ERM partners. See Annex 1: ERM Location Map for a breakdown of agency coverage by province.
Key topline protection concerns identified during the quarter include:
GENDER-BASED VIOLENCE
Physical violence, denial of resources, restriction of movement and exclusion from community structures resulting in reduced participation, wellbeing and access to basic services for women and girls
CIVILIAN TARGETING AND COLLECTIVE PUNISHMENT
Continued targeting and collective punishment by armed actors against civilians based on perceived affiliation or support for either GoIRA or NSAG-TB
PROPERTY DESTRUCTION AND OCCUPATION BY ARMED ACTORS
Increased reports of destruction and looting of IDP properties in their area of origin and damage to school facilities by armed actors, reducing feasibility of safe return for IDPs
SHELTER
Sheltering of IDPs in unfinished or damaged rental properties, resulting in compounded risks of debt incurrence, negative coping strategies, exploitation, eviction, exposure and negative health outcomes
PROTECTION OF CIVILIANS
Increased reports of killing and injury of civilians due to military clearance operations and night raids targeting AOGs
CIVIL DOCUMENTATION
Stretched financial resources and lack of information on civil documentation application processes resulting in limited access to tazkira and basic services for IDPs in areas of displacement
