In this fourth issue of "Afghan Update" we report on major developments in some of the key Bonn Agreement processes. The disarmament, demobilization and reintegration (DDR) programme in Kunduz has started. One thousand former soldiers without their weapons paraded in front of President Hamid Karzai and other senior officials at the launch event. The registration process for the Constitutional Loya Jirga and the first elections of CLJ delegates are also underway. There is a special report with charts to illustrate the current state of the National Development Budget of the Afghan Transitional Administration, following its mid-year review. The expansion of ISAF beyond Kabul and further steps forward in the creation of the Afghan National Army are also covered in this issue. "Afghan Update" No. 4 also includes a report on international meetings on Afghanistan, in Dubai and on the sidelines of the United Nations General Assembly in New York. There are also statistics on food distribution, security incidents and refugee returns and a map showing distribution of seeds and fertilizer this autumn around the country.
