As Afghanistan‟s former Minister of Finance Ashraf Ghani and colleagues wrote in a 2006 paper, oftentimes the most procedural elements of international development – from donors' methods of injecting assistance to government pay scales and procurement proceses – are among the most important in conflict-affected environments such as in Afghanistan. This report addresses another such issue: budget execution.
