Climate change may increase the frequency and intensity of natural disasters, which could drive people around the world from their homes.

We found that, while the State Department, USAID, and DOD haven’t focused on the link between climate change and migration, State identified migration as a risk in one of its climate change risk assessments in early 2017.

The 2014-2015 Ebola outbreak in West Africa disrupted the region's health systems, job markets, and food supplies. Congress appropriated funds to USAID and State for Ebola response and preparedness. USAID and, to a lesser extent, State used some funds for Ebola recovery projects.

We reported on the status of USAID's recovery projects. USAID had completed 62 of its 131 projects, as of September 2017.

USAID spent about $1.4 billion in fiscal year 2016 on international food aid projects under the Food for Peace Act. These funds have traditionally been used to buy food in the United States and transport it abroad. In addition, USAID also spends some of this money on implementation and support costs, such as storing food in warehouses and—in recent years—providing cash and food vouchers to individuals.
