Active from 1982 to late 2007, the IHF was “an international, nongovernmental, and non-profit organization constituted by national Helsinki Committees and Cooperating Organizations in the participating States of the Organization for Security and Cooperation in Europe (OSCE)” (IHF Website, http://www.ihf-hr.org/cms/cms.php?sec_id=1, accessed on 2 June 2008), which numbered “46 human rights NGOs” (IHF Website, http://www.ihf-hr.org/, accessed on 2 June 2008). In November 2007, the IHF was obliged to declare bankruptcy and to “close down due to a massive fraud committed by its former financial manager.”
