Background

Call detail records (CDRs) are registered by mobile operators for billing purposes. They include information on the cell tower used by subscribers when sending and receiving text messages and making calls. In de-identified formats, they can be used to estimate mobility patterns of a population. The CDR analysis described here was undertaken in compliance with the GSMA privacy guidelines developed in the context of the Ebola outbreak (GSMA, 2014).

Background

Heavy rains have been affecting Haiti since 5 November 2016, resulting in flash floods, water surges and landslides in 4 departments: Grand Anse, Northwest, North and Northeast ( ECHO , PAHO ). Ten deaths were reported, seven of which in Cap Haïtien. In this supplementary report, we present estimates of population movements for the Department of Nord.

• The map shows the estimated distribution of people for whom their home Section Communale in the pre-hurricane period was in either Grande Anse, Sud or Nippes départment, and as of 24 October had moved to another Section Communale.

• Estimates are based on movements of de-identified SIM cards which made or received at least one call pre-hurricane and on 24 October 2016.

• The SIM card movements combined with available population data derived from estimates for the year 2015[1].

• The table lists the locations with the largest number of arrivals

• Ninety-five percent of the Haitian population normally lives under Digicel radio coverage. Normal geographic coverage can be found at: http://www.digicelhaiti.com

• The information provided here comes from the Digicel network team. Recovery of the network is far advanced.

• Note that functioning mobile towers in an area may not always translate into the ability of all users to place calls, and will depend on network demand.
