This Discussion Paper has been prepared by a consortium of humanitarian assistance agencies in India to present a case for review of the decision by a few donors to discontinue support to India because of the apparent perception that India does not require overseas development assistance. It also reflects the commitment of humanitarian agencies to ensure that the Vision of “Zero Tolerance to Avoidable Deaths in Disasters” professed by the National Disaster Management Authority (NDMA) of Government of India is honoured in letter and spirit.

The emphasis in Chad remains on education, but following a season of torrential rains, some classrooms have been badly damaged or have collapsed. Funds have been made available for the rebuilding or repair of some of these classrooms, whilst Cord has scheduled meetings to find workable short term solutions for those that would not be repaired immediately.

Since 2011, Myanmar has been praised by the international community for taking steps to a more open and democratic society. Progress has included the release of Aung San Suu Kyi from house arrest and her appointment to parliamentary representative. Political agreements have been signed with insurgent ethnic group in border areas, media censorship has been relaxed and revised economic policies have begun to attract millions of dollars in foreign investment.
