Government of Fiji Humanitarian Action Plan for Tropical Cyclone Evan, 2nd edition

This Humanitarian Action Plan (HAP) has been developed by the Government of Fiji following the damaging impact of Tropical Cyclone Evan on parts of western and northern Fiji on 16 and 17 December 2012. The HAP has a 3 month timeframe from the impact of TC Evan and aims to facilitate coordination of the humanitarian response by documenting the response plan and identifying gaps/requirements for the response.

The HAP is a planned strategy to address acute needs with a common planning horizon. It outlines specific cluster/sector response plans and activities, roles and responsibilities and funding requirements. The HAP is a concise document based on available information and reasonable inference, focusing on humanitarian needs over the agreed planning horizon of around three months. The Government is also now proceeding with planning for preparation of a more comprehensive Post Disaster Needs Assessment (PDNA) with guidance from the World Bank and in coordination with relevant national and international partners. The HAP will assist to inform the PDNA.

The HAP has been prepared through the National Cluster System, a coordination mechanism that brings together key Government Agencies, national and international partners for eight sectors (clusters), including Health & Nutrition, WASH (water, sanitation, hygiene), Shelter, Logistics, Food Security & Livelihood, Safety & Protection,
Education, Public Works & Utilities.
