Southern Turkey: Camp Coordination Camp Management Cluster (as of 30 April 2015)

April 2015 witnessed two major military campaigns in Idleb govenorate, with Armed Opposition Groups (AOG) seizing control of Idleb city and Jisr al Shaghour town alongside intense aerial bombardment by the Government of Syria (GoS). The impact on the civilian population has been severe. An estimated 143,630 people ed Idleb city and its surrounding, a further 48,327 were displaced from Jisr al Shugur. The CCCM cluster has been instrumental in coordinating the humanitarian response, alongside OCHA and the inter-cluster group. The initial military campaign in Idleb city had been announced by the AOG on March 21st, allowing humanitarian actors to plan for the contingency of large displacement.

Members of the CCCM cluster (which included local and international NGOs involved with camp management and the running of collective centers ) used the forum to introduce a local Humanitarian Response Team to coordinate on-the-ground efforts. During the initial phase of the Idleb displacement reports were compiled and disseminated multiple times per week. This real-time gathering data and analysis guided the humanitarian actors to areas and numbers of IDPs, geographical gaps where no assessments had been conducted (but where displacement was likely), locations where IDP numbers were increasing (particularly urban centers), and general trends within the displacement. These list of aected communities and heat maps became critical resource for all clusters to realign their response with the needs of the IDPs.

The information allowed humanitarian actors to shift pre-positioned resources away from areas in the Salqin and Harim sub-districts to areas of more critical need (Saraqab, Sarmin, rural areas around Idleb city).
