Somalia: Access Severity Overview (as of 2 December 2025)

Attachments

This map presents an overview of humanitarian access severity across Somalia as of 2 December 2025, based on an assessment of security conditions, physical and administrative constraints, and operational barriers affecting humanitarian activities.

Access is categorized into five levels, from Very Limited to Very Heavy Restrictions, reflecting the extent to which humanitarian actors can safely and consistently reach affected populations. While some areas allow relatively unimpeded access, significant parts of the country continue to face substantial challenges due to insecurity, infrastructure limitations, and access constraints.

According to the analysis, 1.3 million of the 4.8 million people in need (PiN) in the HNRP 2026 reside in areas with heavy or very heavy access restrictions. This analysis supports humanitarian operational planning, prioritization, and risk mitigation and is intended for operational humanitarian use only.
