Key messages

• Undertaking rapid and accurate assessments of humanitarian needs in the immediate aftermath of typhoons and seasonal storms which regularly hit the Philippines are a key priority.

• Such assessments make sure that the European Commission's humanitarian funding targets and reaches the most vulnerable groups of society who are least able to fend for themselves after a disaster: female-headed households, children, the elderly.

• The integration of measures to reduce the risks posed by future natural disasters into all humanitarian assistance projects makes the European Commission's humanitarian funding an investment for the future, as it reduces the need for more of the same funding when the next storm hits.
