During July and August 2025, the access environment across the country remained largely permissive for humanitarian operations. While aid organizations were generally not directly targeted in conflict-affected areas, significant risks persisted - particularly in Amhara and some parts of Oromia and the Benishangul-Gumuz Region (BGR) - due to the volatile security situation, ongoing hostilities, and the presence of multiple armed actors, including unidentified armed groups (UAGs).
Security incidents involving humanitarian personnel, particularly kidnappings, continued to be reported, with the four Gondar Zones (West, Central, South, and North) being notably affected. These incidents have had a considerable impact on humanitarian activities in these areas.
Physical challenges also hindered access, especially in the Kemashi Zone of BGR and across the Somali Region, where the rainy season exacerbated existing limitations.
