NATIONAL EOD ADVISOR – LEBANON
- Duty Station: Beirut, Lebanon (with frequent travel to operational areas).
- Contract Duration: 6 months (renewable subject to funding and performance).
- Reporting Lines: Regional EOD Advisor.
ABOUT HAMAP
HAMAP-Humanitaire is a French NGO working to strengthen national and local actors in humanitarian mine action. In Lebanon, HAMAP supports accredited partners in delivering safe and compliant EOD, clearance, survey and risk reduction activities in coordination with LMAC.
POSITION SUMMARY
HAMAP is recruiting a National EOD Advisor to provide country-level technical oversight, operational mentoring and internal Quality Assurance/Quality Control support to its mine action programme in Lebanon.
The position bridges regional technical strategy and field implementation. While the Regional EOD Advisor defines systems, doctrine and training architecture, the National EOD Advisor focuses on day-to-day operational advisory support, field presence, compliance monitoring and partner capacity strengthening.
This is not a purely supervisory role. It combines:
- Operational mentoring.
- Frequent field-based QA/QC visits.
- Risk oversight.
- Accident/incident technical investigation.
- Partner performance strengthening.
The role requires a technically credible and field-experienced EOD Level 3 professional.
KEY RESPONSIBILITIES
Operational Mentoring & Field Advisory Support
- Mentor and support partner EOD Operations Managers, Site Supervisors and Team Leaders in operational planning, deployment and reporting.
- Conduct regular field visits to provide technical advisory support during task implementation.
- Strengthen partner capacity in safe, efficient and compliant operations.
- Support identification and implementation of training needs in coordination with the Regional EOD Advisor.
- Provide additional EOD technical support when required within qualification limits.
- Support the rolling out of new means and methodologies (e.g. mechanical clearance, etc).
Quality Management & QA/QC Oversight
- Implement and maintain internal Quality Management systems in line with IMAS and NMAS.
- Conduct structured internal QA monitoring visits.
- Ensure internal QC is completed before submission for LMAC external QC.
- Identify, classify and track non-conformities and corrective actions.
- Promote continuous improvement and proactive risk mitigation.
Risk & Incident Management
- Ensure operational risk assessments are current and applied.
- Participate in accident and incident investigations and Boards of Inquiry.
- Collect and document technical evidence in post-blast scenarios.
- Support root cause analysis and implementation of lessons learned.
Training & Competency Assurance
- Support delivery of refresher and continuation training.
- Monitor training effectiveness in the field.
- Maintain competency tracking and identify gaps.
Liaison & Coordination
- Serve as technical focal point at country level.
- Facilitate communication between partners and the Regional EOD Advisor.
- Support technical engagements with LMAC and other stakeholders.
REQUIRED QUALIFICATIONS
Mandatory:
- IMAS EOD Level 3 certification (or equivalent recognised military EOD Level 3+ qualification).
This qualification is strictly required. - Minimum 7 years operational EOD/HMA experience.
- Experience in QA/QC or technical oversight roles.
- Proven experience with mechanical assets and integrated clearance capacity.
- Proven field experience in clearance, BAC and EOD operations.
- Strong knowledge of IMAS and operational quality standards.
Highly Desirable:
- Experience under NMAS/LMAC framework.
- Experience on technical and operational mentoring.
- Experience participating in accident/incident investigations.
- Training delivery experience.
- Arabic language skills.
