United Nations Educational, Scientific and Cultural Organization (UNESCO) hereby invite qualified organizations to submit the call for proposal as follows:
I. Objective
The objective of this ‘Request for Proposal’ is to create high-quality and engaging short explainer videos featuring clear voiceovers, subtitles for accessibility, and relevant visuals to support effective learning. These videos will be created based on the provided courses and draft scripts from UNESCO and will serve as key learning materials for the online courses.
II. Required Services -Terms of Reference (TOR):
a. Review the draft video scripts and course materials (e.g., instructional leadership, ICT, and teacher professional development) provided by UNESCO to ensure alignment with the course objectives.
b. Refine video scripts in Myanmar language to enhance clarity and coherence in developing engaging e-learning course videos.
c. Develop a storyboard based on suggested visuals once the concept and scripts have been validated by UNESCO.
d. Produce high-quality explainer videos (see sample: here), including clear voiceovers, subtitles and contextually relevant visuals to support learning in the following courses:
Lot I. Instructional Leadership Courses (Estimated numbers of videos: 50)
Lot II. Information and Communications Technology Courses (Estimated numbers of videos: 60)
Lot III. Teacher Professional Development Courses (Estimated numbers of videos: 60)

• Duration: preferably maximum 7 mins for each video
• Language: Voice-over in Myanmar and subtitles in English
• Ratio: 1280x720, 720p
• Deinterlacing: YES
• Codec: H.264 / AAC

• Image sequence: PNG, JPEG, GIF, DPX, OpenEXR, TIFF or Targa
• Video format: MOV, MP4
• Web Video (social media): H.264 of different frame sizes with various resolutions for Facebook, Vimeo, YouTube, X (formally known as Twitter)
e. Utilize standard video editing software for production and post-production tasks. Adobe Premiere Pro, Adobe After Effects, or Final Cut Pro is recommended.
III. Deliverables:
. Submit the detailed finalized work plan with timeline to UNESCO for final approval by 31st August 2025.
2. Submit the draft narrative scripts of 50 videos (# first batch) of the online courses in both Myanmar and English by 30th September 2025.
3. Submit the final version of narrative scripts of 50 videos (# first batch) of the online courses in both Myanmar and English by 30th October 2025.
4. Submit the first draft version of 50 videos (# first batch) of the online courses, with voice-over in Myanmar and English text/subtitles by 30th November 2025.
5. Submit the draft narrative scripts of 60 videos (# second batch) of the online courses in both Myanmar and English by 15th December 2025.
6. Submit the final version of narrative scripts of 60 videos (# second batch) of the online courses in both Myanmar and English by 10th January 2026.
7. Submit the first draft version of 60 videos (# second batch) of the online courses, with voice-over in Myanmar and English text/subtitles by 31st January 2026.
8. Submit the draft narrative scripts of 60 videos (# third batch) of the online courses in both Myanmar and English by 28th February 2026.
9. Submit the final version of narrative scripts of 60 videos (# third batch) of the online courses in both Myanmar and English by 31st March 2026.
10. Submit the first draft version of 60 videos (# third batch) of the online courses, with voice-over in Myanmar and English text/subtitles by 30th April 2026.
11. Submit the final version of all videos of the online courses, with all editable (original) files by 31st May 2026.
IV. Location and Travel:
The work of this assignment will be home-based and no travel is anticipated.
V. Sustainability Considerations
Within the framework of the UN Sustainability Management Strategy (2020-2030), UNESCO has committed to promote and apply sustainable considerations in all its operations, including those related to the procurement of goods, works and services. Therefore, bidders are strongly encouraged to comply with the following Sustainability Criteria (Environmental/ Social/ Economic) and provide proof of evidence on their commitment and capacity to respond positively to the below set of criteria:

• Climate change mitigation and adaptation: Bidders are encouraged to demonstrate commitment to use low-carbon/energy-efficient technologies, minimum energy performance, and low power mode equipment.
• Gender issues: Bidder are encouraged to demonstrate commitment to integrate gender mainstreaming in the project's approach and personnel structure.
• Promoting sustainability throughout the supply chain: Bidders are encouraged to demonstrate to source the main element for the service locally.

The purpose of this notice is to provide general information on the requirements for request for proposal and to inform interested organizations how to obtain a copy of the Solicitation Documents.
Interested organizations who wish to participate in OIC, they must request for a complete set of Solicitation Documents available free of charge from UNESCO contact person at the address shown below. When submitting the proposal, organizations may apply for either a single lot or all lots of courses.
Your electronic offer, composed of a technical and a financial proposal in separated electronic files, in accordance with instructions in the solicitation documents, should reach the following address no later than 31st July 2025 16:00 hours, Yangon, Myanmar time without any copy to any other e-mail addresses.
Offers addressed to any other e-mail accounts will be disqualified - (File size maximum 10 MB).
UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
