MEAL Manager (National Only)

TASKS

Planning / Development:

• Support the MEAL Coordinator in the design and implementation of the set-up of program level MEAL systems, including MEAL and FCRM (Feedback, Complaint and Response Mechanism) basic strategy and MEAL resourcing and staffing.
• Support the MEAL Coordinator and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of MEAL activities and reporting, in line with WHH (humanitarian) policies and procedures (digital data collection methods).
• Participate in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for MEAL.
• Participate in MEAL consortium and coordination meetings and decision making.

MEAL operations:

• Support the MEAL Coordinator and supervise the field-level implementation of the MEAL Plan for the mission in line with WHH strategy, tools, and guidelines.
• Supervise data collection plans and support MEAL officers in ensuring relevant, quality and timely MEAL data collections.
• Support the MEAL Coordinator to elaborate standardized data collection tools (tool design, tool coding on XLS and CommCare).
• Support MEAL officers to plan and establish relevant and timely activity monitoring and tracking to meet data collection deadlines, indicator documentation and information sharing.
• Support MEAL Coordinator in FCRM coordination and support FCRM focal point for the smooth functioning of WHH FCRM.

MEAL capacity building and reinforcement of processes:

• Support MEAL coordinator in MEAL and FCRM capacity building.
• Support MEg standardized data collection tools, monitoring feedbacks and recommendations, and strengthening their MEAL internal capacity).
• Support MEAL Coordinator with MEAL reporting and meeting contractual requirements (Indicator tracking, Data cleaning, analysis, reporting and report reviews).
• Support MEAL officers in conducting capacity assessment visits to stakeholders (local partners, local authorities, humanitarian hubs, collective centers etc.) and assess their needs in terms of MEAL.
• Support MEAL Coordinator in strengthening MEAL processes including lessons learned, data protection, data quality.
• Perform any other related activities as assigned by immediate supervisor.
• Promote safety awareness and environmental consciousness and comply with all applicable safety and environmental procedures and regulations.
• Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.

Specific Knowledge:

• Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules.

• Violations, committed during fulfillment by the Employee of his responsibilities within the pale of the Ukrainian administrative, criminal and civil law.
• Physical trespass within the pale of the Ukrainian civil law and labor law.
• Non-compliance with the Internal Labor Rules for National Employees, the Code of Conduct and Associated Policies and other internal policies of WHH.
• Violation of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules.

Qualification Requirements

• Formal education.
• Proficiency in Excel, Power Query and Power Bi.
• Proficiency in XLS form standards design and logic.
• Experience using CommCare: app development, form design.
• Intermediate to fluent level of spoken and written English.
• Familiarity with Red Rose platform appreciated.
• Not less than 3 years of experience in MEAL in humanitarian international/national non-governmental organization. Prior experience in MEAL coordination level appreciated.
