Program Director, Tuvalu-Australia Partnership on Economic Governance (Te Ao) Program

  • Based in Funafuti, flexible and FIFO working arrangements may be considered
  • Duration up to 30 June 2028 with possibility of extension

The proposed Tuvalu-Australia Partnership on Economic Governance (Te Ao) program will contribute to a peaceful, resilient and prosperous Tuvalu which safeguards the future of Tuvalu’s people, identity and culture. The Program Director will be at the forefront of strategic engagement with the Government of Tuvalu (GoT) and the Australian High Commission for the implementation of Te Ao and achievement of End of Program Objectives (EOPOs). Taking a ‘one-team’ approach, the Program Director will hold carriage of important relationships, lead on overall management of the Program, and is empowered to contribute to change. This is an exciting role with significant autonomy and space to contribute significant economic outcomes for the people of Tuvalu.

The Program Director will play a critical role in supporting jointly developed economic governance priorities, activities and approaches. The Program Director will access the Partnerships Platform Support Unit’s shared services (recruitment, deployment, human resources, finance, Gender Equality Disability and Social Inclusion (GEDSI), communications and monitoring, evaluation, and learning).

Selection Criteria

Essential qualifications and experience

  • Tertiary qualification in a relevant discipline, or equivalent experience and training.
  • Extensive experience managing international development programs.
  • Significant experience building strong teams and working relationships, ideally with Pacific stakeholders.
  • Excellent communication and analytical skills, including report writing.
  • Demonstrated experience delivering effective outcomes, including in Gender Equality, Disability and Social Inclusion (GEDSI).
  • Experience in implementing GEDSI, Child Protection, PSEAH, prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

Preferred experience

  • Experience in public financial management or economics.
  • Experience working in donor funded programs in the Pacific.
  • Experience living and working in the Pacific, ideally with knowledge of government systems.

As part of the Falepili Union, the Government of Australia (GoA) has committed to continue working closely with the GoT to support Tuvalu’s development priorities. Under the treaty, the governments of both countries have agreed to an enhanced development partnership that will support Tuvaluans to stay and thrive in their homeland.

Through this enhanced partnership, the GoA is committed to supporting the GoT through the proposed Te Ao program. This investment will be implemented under the Partnerships Platform and will support Tuvalu to build fiscal and economic resilience, to make resource allocation decisions that enhance resilience, and to strengthen sustainable and inclusive service delivery to meet the needs of Tuvalu’s population.
